About procedure for execution of single electronic visas and recognition voided some acts of the Government of the Russian Federation

1. Approve the enclosed Regulations on procedure for execution of single electronic visas.

2. To the Ministry of Foreign Affairs of the Russian Federation till January 1, 2021 to develop and put into operation:

the specialized website of the Ministry of Foreign Affairs of the Russian Federation on the Internet and the customized mobile application posted for loading on the specified specialized website for processing of petitions from citizens of foreign states which list is determined according to the procedure, established by part two of article 25.16-1 of the Federal law "About Procedure for Departure from the Russian Federation and Entry into the Russian Federation" (further - foreign citizens), about execution of the single electronic visa with entering of necessary changes into the automated information systems existing consular;

the automated information system for informing the transport companies carriers on the drawn-up single electronic visas to foreign citizens.

3. To provide to Federal Security Service of the Russian Federation till January 1, 2021 readiness of software and hardware complexes of segment of the Border service of Federal Security Service of the Russian Federation of departmental segment of Federal Security Service of the Russian Federation of the state system of migration and registration registration, and also production, registration and control of the circulation of identity documents, for the purpose of verification of presence of single electronic visas at foreign citizens and realization of entry into the Russian Federation and departure from the Russian Federation of the foreign citizens arriving to the Russian Federation based on single electronic visas through the check points through frontier of the Russian Federation determined by the Government of the Russian Federation.

4. To the Ministry of Transport of the Russian Federation in accordance with the established procedure to notify on adoption of this resolution state bodies in the sphere of transport of foreign states which list is determined according to the procedure, established by part two of article 25.16-1 of the Federal law "About Procedure for Departure from the Russian Federation and Entry into the Russian Federation".

5. To the ministry of digital development, communication and mass communications of the Russian Federation till January 1, 2021 to perform development of departmental segment of the Ministry of digital development, communication and mass communications of the Russian Federation of the state system of migration and registration registration, and also production, registration and control of the circulation of identity documents.

6. To provide to the Ministry of Foreign Affairs of the Russian Federation, the Ministry of digital development, communication and mass communications of the Russian Federation, Federal Security Service of the Russian Federation and the Ministry of Internal Affairs of the Russian Federation from January 1, 2021 to February 3, 2021 functioning of technical solutions for the purpose of ensuring simultaneous verification of presence at foreign citizens of single electronic visas and visas in electronic form.

7. Realization of the powers provided by this resolution is performed within the established extreme number of workers of federal executive bodies, and also budgetary appropriations provided to the specified bodies in the federal budget on management and management in the sphere of the established functions.

8. Recognize invalid acts of the Government of the Russian Federation according to the list according to appendix.

9. Item 1 of this resolution becomes effective since January 1, 2021.

10. Item 8 of this resolution becomes effective since February 4, 2021.

Regulations on procedure for execution of single electronic visas

1. For receipt of the single electronic visa the foreign citizen at least in 4 calendar days prior to expected date of entry into the Russian Federation fills and gives on the specialized website of the Ministry of Foreign Affairs of the Russian Federation on the Internet (further - the specialized website) or with use of the customized mobile application posted for loading on the specialized website (further - mobile application), the statement for execution of the single electronic visa containing including digital photos of face of the foreign citizen and the page with data of the machine-readable valid identity document of the foreign citizen and recognized by the Russian Federation in this quality, and also its consent to processing, transfer and storage of the data specified in the statement for execution of the single electronic visa for the purpose of execution of the single electronic visa (further - the statement).

3. The scope of information which are specified by the foreign citizen in the statement is established by the Ministry of Foreign Affairs of the Russian Federation in coordination with the Ministry of Internal Affairs of the Russian Federation and Federal Security Service of the Russian Federation.

4. For filling of the statement the foreign citizen is registered on the specialized website or in mobile application with indication of as name of accounting record of the address of the e-mail which previously underwent the procedure of confirmation, and also the personal password which the foreign citizen enters and confirms independently.

5. The statement is registered the Ministry of Foreign Affairs of the Russian Federation in the automatic mode with assignment to it identification number.

Date and time of filing of application date and time of the direction on processing are considered as the foreign citizen of the filled-in application form.
