Appendix No. 1
to the Order of the Government of the Republic of Moldova of June 7, 2006 No. 641
1. The national council by the rights of persons with limited opportunities (further - Council) is the collegiate consultative body created for the purpose of general coordination and implementation of state policy, programs, plans and actions for prevention of disability and rehabilitation of persons with limited opportunities and also for providing to persons of this category of opportunities, equal with other citizens of the Republic of Moldova, in realization of constitutional rights and freedoms.
2. For the purpose of implementation of the activities Council is guided by provisions of national regulations and international agreements in the field which party the Republic of Moldova is.
3. Representatives of the central and local authorities of public management, and also representatives of public organizations which field of activity problems of persons with limited opportunities include are part of Council.
4. Council in accordance with the established procedure represents the Republic of Moldova in the relations with the international organizations which object of activities is social protection of persons with limited opportunities.
5. The main objectives of Council are:
a) participation in limits of competence of process of development and realization of social reforms;
b) coordination of national policy in the field of social protection of persons with limited opportunities;
c) determination and participation in implementation of the most effective methods of social security of persons with limited opportunities;
d) participation in development and implementation of state programs on social protection of persons with limited opportunities;
e) participation within competence together with the interested bodies of project development of normative and legal acts for social protection of persons with limited opportunities.
6. For realization of the tasks Council is allocated with the following functions and powers:
a) participation in carrying out government policy on improvement of living conditions of persons with limited opportunities;
b) control of activities of bodies of the central public management and other legally educated bodies in the field of social protection of persons with limited opportunities;
c) participation in development of programs, strategy and drafts of normative and legal acts on updating of legislative and institutional base, in particular its harmonization with standard rules of equalization of the rights of persons with limited opportunities with all citizens;
d) initiation of researches and the analysis for development of policy of the Government and preparation of national reports in the field of social protection of persons with limited opportunities;
e) promotion at the national level of priorities of social protection of persons with limited opportunities and education of the population in the spirit of observance of their rights;
f) realization in interaction with non-governmental organizations and other institutes of civil society of joint programs in the field of protection of interests of persons with limited opportunities;
g) participation in meetings of bodies of the central and local public authority on which problems of persons with limited opportunities are considered.
7. The structure of Council is established by the order of the Government and includes the chairman, vice-chairmen, the secretary and members of council.
8. The chairman who, as a rule, is deputy prime minister directs all work of Council, delegating the obligations in the cases provided by the law, to the deputies.
9. The chairman of the board performs the following functions:
a) provides accomplishment of tasks of Council;
b) distributes job responsibilities of members of council;
c) convokes and holds meetings of Council;
d) signs the protocols and other documents concerning the current activities of Council;
e) represents Council in the relations with bodies of public management and other organizations.
10. Meetings of Council are held quarterly. Emergency meetings can be in case of need convened.
11. The current activities of Council are provided with his secretary.
12. Decisions of Council have advisory nature and further are considered by the ministries, other central administrative authorities, organizations. The specified bodies inform Council on the course and results of consideration.
13. Council annually informs the Government on the activities.
