1. Establish the enclosed features of making of customs transactions concerning separate types of goods.

2. To provide to committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Finance of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. This order becomes effective after ten calendar days after day of its first official publication.

Features of making of customs transactions concerning separate types of goods

Chapter 1. General provisions

1. These features of making of customs transactions concerning separate types of goods (further - Features) are developed according to item 4 of article 147 of the Code of the Republic of Kazakhstan "About customs regulation in the Republic of Kazakhstan" (further - the Code) and determine first-priority procedure for making of customs transactions concerning separate types of goods.

2. Features extend concerning the goods necessary for natural disaster response, emergency situations of natural and technogenic nature, the military products necessary for accomplishment of shares on peacekeeping or for the conducting exercises, goods which are exposed to bystry spoil and also concerning animal, radioactive materials, explosives, the international mailings, express loads, the goods intended for display on the international exhibition actions, humanitarian and technical assistance, messages and materials for mass media, goods necessary for repair and (or) maintenance of safe operation of vehicles of international delivery, spare parts, engines, consumable materials, the equipment, tools, national currency of the Republic of Kazakhstan, foreign currency, other currency values, precious metals, including gold imported by National Bank of the Republic of Kazakhstan and its branches, and other similar goods.

Chapter 2. Features of making of customs transactions

3. Customs transactions concerning the goods specified Item of 2 these Features are made in type:

1) uses of transport (transportation), business and (or) other documents as the declaration on goods according to the Decision of the Commission of the Customs union of May 20, 2010 No. 263 "About procedure for use of transport (transportation), business and (or) other documents as the declaration on goods";

2) release of goods before submission of the declaration on goods according to article 194 of the Code.

For the organization of first-priority procedure for making of customs transactions territorial authorities of state revenues in the presence of the technical and infrastructure capabilities established by the order of the Minister of Finance of the Republic of Kazakhstan of February 20, 2018 No. 250 "About approval of Rules of creation, categorization, classification, and also regulations of polozhennost and standard requirements to arrangement and material equipment of customs, customs posts and check-points in the part which is not settled by the customs legislation of the Eurasian Economic Union, and also requirements to arrangement and hardware of the elements of customs infrastructure located in locations of bodies of the state revenues and specialized public institutions which are a part of the system of bodies of state revenues and in other places in the territory of which customs transactions can be made also customs control can be carried out" (it is registered in the register of state registration of normative legal acts at No. 16520) in places of movement of goods through customs border of the Eurasian Economic Union:
