About measures for further enhancement of state policy in the sphere of science and public administration in the field of innovative development

According to the Presidential decree of the Republic of Uzbekistan of April 1, 2021 No. UP-6198 "About Enhancement of System of Public Administration in the Sphere of Development of Scientific and Innovative Activities":

1. Approve:

The program of measures directed to further enhancement of state policy in the sphere of science and public administration in the field of innovative development (further - the Program of measures) according to appendix No. 1;

structure of the supervisory board of Fund of science funding and support of innovations according to appendix No. 6;

Regulations on Fonda of science funding and support of innovations according to appendix No. 7.

2. Create National office on implementation of innovations and transfer of technologies (further - National office) in the form of public institution based on the Scientific and practical center of implementation of innovative developments under the Ministry of innovative development of the Republic of Uzbekistan within the established total extreme number of staff and the salary fund with preserving the operating procedure for financing.

Determine the main objectives and activities of National office:

creation, implementation, enhancement and commercialization of results of scientific activities, innovative products and services, including new devices, materials and technologies, proceeding from requirements of real production sector and the social sphere;

active participation in selection, assessment and implementation of developments with possibility of commercialization, investment attraction for their commercialization, holding forums, international fairs and exhibitions in this direction;

consecutive development of cooperation of the scientific, design and technological organizations with the production organizations in the sphere of science and innovations;

rendering consulting services to subjects of scientific activities for use of intellectual property items and know-how, the organization of training courses and trainings on forming of research projects, accomplishment of financial and economic calculations and application of methods of marketing;

rendering assistance in transfer and localization of the technologies developed abroad.

3. Determine that:

the CEO of National office is appointed to position and dismissed by the Cabinet of Ministers on representation of the minister of innovative development;

the CEO of National office according to the status, payment terms of work, material stimulation, medical and transport attendance is equated to the deputy minister;

deputy directors general of National office and chiefs of managements of innovative development of the Republic of Karakalpakstan and areas are appointed to position and dismissed by the minister of innovative development in accordance with the established procedure;

chiefs of managements of innovative development of the Republic of Karakalpakstan and areas under the terms of compensation are equated to vice rectors for scientific work and innovations of the highest educational institutions.

4. Determine that:

maintenance costs of the Ministry of innovative development are performed at the expense of means of the Government budget of the Republic of Uzbekistan and Fund of science funding and support of innovations (further - Fund);

maintenance costs of managements of innovative development of the Republic of Karakalpakstan and areas are performed by fund;

expenses on encouragement of employees of the Ministry of innovative development, its regional governments and the subordinated organizations, and also executive directorate of Fund are performed by fund.

5. Place the Ministry of innovative development, National office, Fund, the Center of scientific and technical information, Directorate of innovative science and technology park Yashnabad and Publishing and printing house of innovative development in the address: city of Tashkent, Almazarsky district, Ulitsa Universitetskaya, 7.

At the same time to place:

National office, Fund, the Center of scientific and technical information, Directorate of innovative science and technology park Yashnabad and Publishing and printing house of innovative development - in the building, the specified in paragraph one of this Item;

the organizations created for commercialization of scientific developments and also the bodies of managerial control startup organizations financed by the Ministry of innovative development in results of acceleration - in the building of the Ministry of innovative development for the term of no more than one year on the basis of the right of free use.

6. In a month to provide to Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas together with Agency on management of the state assets and the Ministry of innovative development placement of managements of innovative development of the Republic of Karakalpakstan and areas in the buildings having all necessary conditions.

7. To the ministry of innovative development in two-month time:

a) together with the interested ministries and departments to bring in the Cabinet of Ministers:

Regulations on the Ministry of innovative development of the Republic of Uzbekistan;

offers on modification and amendments in the acts of the legislation following from this resolution;

b) approve:

staff list of employees of central office and service personnel of the Ministry of innovative development of the Republic of Uzbekistan in accordance with the established procedure;

The charter of National office on implementation of innovations and transfer of technologies;

c) take measures for completion of managements of innovative development of the Republic of Karakalpakstan and areas by the highly qualified personnel having the necessary theoretical knowledge and practical skills capable at the high professional level to carry out the tasks assigned to the Ministry of innovative development.

8. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the adviser to the President of the Republic of Uzbekistan A. A. Abduvakhitov.
