Being guided by the eighth paragraph of article 119 of the Constitution of the Azerbaijan Republic, based on Item 4.4 of the Presidential decree of the Azerbaijan Republic of December 6, 2016 "About approval of strategic road maps of national economy and key sectors of economy" the Cabinet of Ministers of the Azerbaijan Republic decides No. 1138:

1. Approve "Procedure for creation of food balance" it (is applied).

2. Approve "The actions plan on enhancement of the mechanism of creation of food balance" it (is applied).

3. Repeal the Resolution of the Cabinet of Ministers of the Azerbaijan Republic of November 20, 2009 No. 181 "About approval of "Procedure for creation of food balance" (Collection of the legislation of the Azerbaijan Republic, 2009, No. 11, Article 940; 2014, No. 2, Article 201; 2016, No. 5, Article 955).

Procedure for creation of food balance

1. General provisions

1.1. This Procedure is developed according to part 1 of article 20 of the Law of the Azerbaijan Republic "About foodstuff" and regulates the procedure of creation of food balance.

1.2. The basic concepts used in this Procedure designate the following:

1.2.1. food balance - the set of information reflecting production, consumption and turnover of the foodstuff used as food and raw materials. The food balance is made in the form of the table consisting of the indicators of accounting year expected indicators of the current year and forecast indicators the next year;

1.2.2. indicators of food balance for accounting year - the statistical data reflecting production, consumption and turnover of the foodstuff used as food and raw materials for the last ended calendar year;

1.2.3. the expected indicators of food balance the current year and forecast indicators the next year - the forecast data reflecting production, consumption and turnover of the foodstuff used as food and raw materials the current and next calendar years.

1.3. Measure calculation of food balance for accounting year is perfromed by the State committee according to the statistics of the Azerbaijan Republic on the basis of the methodology approved with the Ministry of Economics of the Azerbaijan Republic, the Ministry of Agriculture of the Azerbaijan Republic, the Ministry of Emergency Situations of the Azerbaijan Republic and State Customs Committee of the Azerbaijan Republic.

1.4. The expected indicators of food balance the current year and forecast indicators the next year are developed by the Ministry of Economics of the Azerbaijan Republic.

2. The products included in structure of food balance

2.1. Indicators of food balance for accounting year are constituted by the following types of products:

2.1.1. wheat;

2.1.2. other grain;

2.1.3. leguminous;

2.1.4. flour;

2.1.5. bread and bakery products;

2.1.6. rice;

2.1.7. grain;

2.1.8. pasta;

2.1.9. potatoes;

2.1.10. onions;

2.1.11. other vegetables;

2.1.12. garden products;

2.1.13. fruit and berries;

2.1.14. meat and meat products;

2.1.15. milk and dairy products;

2.1.16. cheese;

2.1.17. eggs;

2.1.18. fish and fish products;

2.1.19. vegetable oils;

2.1.20. margarine;

2.1.21. butter;

2.1.22. fruit and vegetable canned food;

2.1.23. sugar;

2.1.24. confectionery;

2.1.25. tea;

2.1.26. salt.

2.2. The Ministry of Economics of the Azerbaijan Republic conducts the expected indicators of food balance the current year and forecast indicators the next year by the following types of products:

2.2.1. wheat;

2.2.2. other grain;

2.2.3. flour;

2.2.4. potatoes;

2.2.5. onions;

2.2.6. fruit and berries;

2.2.7. meat and meat products;

2.2.8. fowl and ptitseprodukta;

2.2.9. milk and dairy products;

2.2.10. eggs.

3. Information collection on creation of food balance

3.1. Relevant organs represent the relevant annual data to the State committee of the Azerbaijan Republic according to the statistics for creation of indicators of food balance for accounting year no later than the following terms:

3.1.1. The Ministry of Emergency Situations of the Azerbaijan Republic - information on the state food inventories till January 15;

3.1.2. The Ministry of Agriculture of the Azerbaijan Republic - the available information on production of wheat by the business entities who were registered by "The information system "Electronic Agricultural Industry" and also on sales, remaining balance of product and losses on greenhouses, grain elevators and refrigerated warehouses till January 30;

3.1.3. The State Customs Committee of the Azerbaijan Republic - information on import export of the corresponding food products (including wheat on classes) till January 15;

3.1.4. local executive bodies - information on production of agricultural products taking into account these municipalities till January 20.

3.2. For the purpose of receipt of indicators which cannot be covered by official statistic reports the State committee of the Azerbaijan Republic according to the statistics till March 15 generalizes information obtained by means of special requests.

3.3. The state committee of the Azerbaijan Republic according to the statistics represents to the Ministry of Economics of the Azerbaijan Republic the initial indicators of food balance constituted for accounting year till February 10, and totals - till July 15.

3.4. Relevant organs no later than September 20 provide in the Ministry of Economics of the Azerbaijan Republic the following information for creation according to Item 2.3 of this Procedure for the expected indicators of food balance the current year and forecast indicators the next year:
