2. This resolution becomes effective since January 1, 2021 and is effective till September 1, 2026.

Regulations on licensing of activities for collection, transportation, processing, utilization, neutralization, placement of waste of the I-IV classes of danger (except as specified if collection of waste of the I-IV classes of danger is performed not in the place of their processing, and (or) utilization, and (or) neutralization, and (or) placement)

1. This Provision establishes procedure for licensing of activities for collection, transportation, processing, utilization, neutralization, placement of waste of the I-IV classes of the danger (except as specified, if collection of waste of the I-IV classes of danger is performed not in the place of their processing, and (or) utilization, and (or) neutralization, and (or) placement) performed by legal entities and individual entrepreneurs (further - activities in the field of the address with waste).

Activities in the field of the address with waste are constituted by works on the list according to appendix.

2. Licensing of activities in the field of the address with waste is performed by Federal Nature Management Supervision Service (further - the licensing body).

3. The licensed requirements imposed to the license applicant in case of its intention to perform activities in the field of the address with waste, and also to the licensee when implementing of activities by it in the field of the address with waste are:

a) for works on collection of waste of the I-IV classes of danger (except as specified if collection of waste of the I-IV classes of danger is performed not in the place of their processing, and (or) utilization, and (or) neutralization, and (or) placement):

availability at the license applicant (licensee) of the necessary for accomplishment declared works of the buildings, structures, constructions and rooms belonging to it on the property right or other legal cause and conforming to requirements of article 11 of the Federal law "About Production Wastes and Consumption";

availability at the license applicant (licensee) - the individual entrepreneur and workers of the license applicant (licensee) allowed to implementation of activities in the field of the address with waste, the professional training or additional professional education necessary for work with waste of the I-IV classes of danger supported by education documents and (or) about qualification on the right of work with waste of the I-IV classes of danger according to requirements of article 15 of the Federal law "About Production Wastes and Consumption";

availability at the license applicant (licensee) of the sanitary and epidemiologic conclusion about compliance to health regulations of buildings, structures, constructions, rooms and the equipment which are used or which are going to be used for accomplishment of the declared works constituting activities for the address with waste;

b) for works on transportation of waste of the I-IV classes of danger:

availability and compliance of the vehicles belonging to the license applicant (licensee) on the property right or other legal cause (used) for accomplishment of the necessary declared works, to requirements of article 16 of the Federal law "About Production Wastes and Consumption" including requirements of availability on the vehicles, containers, tanks used in case of transportation of waste, the special distinctive marks designating certain class of danger of waste;

availability at the license applicant (licensee) - the individual entrepreneur and workers of the license applicant (licensee) allowed to implementation of activities in the field of the address with waste, the professional training or additional professional education necessary for work with waste of the I-IV classes of danger supported by education documents and (or) about qualification on the right of work with waste of the I-IV classes of danger according to requirements of article 15 of the Federal law "About Production Wastes and Consumption";

c) for works on processing of waste of the I-IV classes of danger:
