1. Approve the enclosed Rules of registration of exporters in information systems of the countries of commodity importation for the purpose of confirmation of the country of goods' origin.

2. To provide to department of foreign trade activity of the Ministry of Trade and integration of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Trade and integration of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Trade and integration of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of registration of exporters in information systems of the countries of commodity importation for the purpose of confirmation of the country of goods' origin

Chapter 1. General provisions

1. These rules of registration of exporters in information systems of the countries of commodity importation for the purpose of confirmation of the country of goods' origin (further - Rules) are developed according to subitem 7-1) of article 14 of the Law of the Republic of Kazakhstan of July 4, 2013 "About National chamber of entrepreneurs of the Republic of Kazakhstan" and establish order of registration of exporters in information systems of the countries of commodity importation for the purpose of confirmation of the country of goods' origin for receipt of tariff preferences in case of commodity importation in the territory of the Kingdom of Norway and/or the Swiss Confederation.

2. For the purposes of these rules the following basic concepts are used:

1) the business document - the document used when implementing the foreign and other trade activity and also for confirmation of transactions, the goods connected with movement through customs border of the Eurasian Economic Union (invoices (invoices), specifications, shipping (packaging) sheets and other documents);

2) authorized organization - National chamber of entrepreneurs of the Republic of Kazakhstan of Atameken;

3) the authorized person - the worker who is on the staff of authorized organization and performing registration of exporters in information systems of the countries of commodity importation for the purpose of confirmation of the country of goods' origin.

Chapter 2. Order of registration of exporters in information systems of the countries of commodity importation

For receipt of tariff preferences in case of commodity importation in the territory of the Kingdom of Norway and/or the Swiss Confederation within general preferential system provided by the Kingdom of Norway, the Swiss Confederation concerning the goods occurring from developing and the least developed countries (further - GSP of Norway and Switzerland) the exporter is registered in information systems of the countries of commodity importation (further - the REX system).

4. For registration in the REX system the exporter submits in authorized organization the application on receipt of registration number (further - the statement No. 1) in form according to appendix 1 to these rules in paper (by mail or purposely) or electronic type by means of information system of authorized organization.

Documents according to the List of the documents confirming goods origin, approved by the order of the Deputy prime minister of the Republic of Kazakhstan - the Minister of the industry and new technologies of the Republic of Kazakhstan of July 8, 2014 No. 257 are enclosed to the application No. 1 (it is registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan for No. 9665) (further - the Order).

In case of filing of application No. 1 by proxy of the exporter's representative, the power of attorney on representation of interests of the exporter is attached.

The application form No. 1 is filled in on Kazakh or Russian and in English languages.

In case of the consent of the exporter on the publication of information provided in the statement No. 1, this information it is published on the website of the European Commission with indication of the following data: registration number of the exporter, the name, the address and contact information of the exporter, core activity of the exporter, the description of goods with indication of codes of the harmonized system, registration date of the statement No. 1 (date with which registration is valid), date of assignment of registration number, date of withdrawal of registration. In case of disagreement of the exporter only registration number of the exporter, registration date of the statement No. 1 (date with which registration is valid), date of assignment of registration number, date of withdrawal of registration are published.

5. Registration of exporters in the REX system is performed by the authorized person on the website of the European commission in time no later than 5 (five) working days from the date of registration of a statement No. 1, by means of assignment to the exporter of registration number.

Registration is valid for date when the authorized organization received the application No. 1, provided according to item 4 of these rules.

Access to the website of the European commission is provided through personal login and the password of the authorized person.
