I ORDER:

1. Approve the Technique of verification of housing subsidies which is applied.

2. In accordance with the established procedure to provide to department of ensuring coordination and monitoring work:

submission of this order on state registration in the Ministry of Justice of Ukraine;

promulgation of this order on the official website of the Ministry of Finance of Ukraine.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the First Deputy Minister of Finance of Ukraine Ulyutin D. V.

Technique of verification of housing subsidies

I. General provisions

1. This Technique is developed for the purpose of ensuring single approach to verification of housing subsidies to citizens on payment of housing and communal services, acquisition of solid and liquid oven household fuel and the liquefied gas.

2. Terms in this Technique are used in the value given in the Law of Ukraine "About verification and monitoring of the state payments".

3. This Technique is developed taking into account provisions of the regulatory legal acts existing in the sphere of legal regulation of provision of housing subsidies and carrying out verification.

II. Implementation of check of housing subsidies

1. Verification of housing subsidies is performed by comparison of the data provided by the recipient for purpose of housing subsidy which were provided by the Ministry of social policy of Ukraine, and information of subjects of provision of information.

Data on the recipients receiving housing subsidy, and family members or households the Ministry of social policy of Ukraine from the information system creates.

2. The procedure and terms of the exchange information determined by the legislation for appointment, charges and/or implementation of the state payments also influences determination of the right and the amount of such payments, between the body performing verification and monitoring of the state payments and subjects of provision of information, except banks, are determined by the body performing verification and monitoring of the state payments together with subjects of provision of information if other is not provided by the law, taking into account requirements of the Law of Ukraine "About personal data protection".

The data obtained from the Ministry of Internal Affairs of Ukraine are information of functional subsystems of unified information system of the Ministry of Internal Affairs of Ukraine (further - EIS Ministry of Internal Affairs).

Electronic information exchange between the body performing verification and monitoring of the state payments and the central executive bodies which activities go and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs of Ukraine which are subjects of EIS Ministry of Internal Affairs is performed by means of EIS Ministry of Internal Affairs.

3. For implementation of verification of housing subsidies information from the automated information systems, registers, databases, is used by the owner, manager and/or the administrator of which are subjects of provision of information, including information with limited access, in particular from:

The state register of physical persons - taxpayers (further - GRFL) which owner is the State Tax Administration of Ukraine (concerning reliability of registration number of accounting card of the taxpayer; availability of the income added to physical person by the tax agent and/or income gained by self-employed persons and also the annual earnings declared by physical person in the tax declaration about property condition and the income);

functional subsystems of EIS Ministry of Internal Affairs (concerning the registered vehicles and their owners; the stolen (lost) passports of the citizen of Ukraine; persons which crossed frontier);
