1. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent, the ministries, departments, the companies and the organizations to transfer gratuitously to the personal (equity) property of citizens of the apartment (room) and certain houses in which they live (are constantly registered), irrespective of departmental accessory of this housing:

to families of the died military personnel;

to the families having disabled people from among soldiers internationalists;

to the families having disabled people of 1 group on sight;

to the large families having 7 and more children aged up to 18 years;

to children - the orphans adopted and taken on guardianship;

to the families which lost the supporter with three and more disabled family members;

to disabled people 1 and 2 groups unemployed;

to families in which there are faces repressed in the 30-50th years and rehabilitated now;

to families which members took part in mitigation of consequences of the Chernobyl accident.

2. Keep privileges on payment of utilities, those categories of citizens who have the right to them according to presidential decrees of the Republic of Uzbekistan and resolutions of the Cabinet of Ministers of the Republic of Uzbekistan.

3. To management committee state-owned property and privatizations of the Republic of Uzbekistan together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas of Tashkent, heads of the ministries, departments, companies and organizations in two weeks to develop and approve in coordination with the Cabinet of Ministers procedure for voluntary conveyance in personal (equity) property of the apartment (room) and certain houses to the above-stated categories of the population irrespective of departmental subordination.

4. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent, heads of the ministries and departments by transfer of housing it is non-paid in personal property, to take necessary measures and to make responsible the officials abusing official position and allowing red tape in case of document creation and also to stop the facts of speculation and other illegal actions concerning the privatized housing.

5. It is wide to mass media to light the course of accomplishment of the Presidential decree of the Republic of Uzbekistan and this resolution.

6. To impose control of the course of accomplishment of the resolution on the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and Tashkent. To provide information on the done work in the State Property Committee till January 15, 1993. To the State Property Committee to generalize and analyse the provided materials and to prepare the report in the Cabinet of Ministers till January 25, 1993.
