About radical measures for enhancement of procedure for departure of citizens of the Republic of Uzbekistan abroad

In recent years in the territory of the Republic of Uzbekistan large-scale work on putting into operation of the biometric passport system created using modern innovative technologies is carried out.

According to tasks of Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021, and also for the purpose of radical enhancement of procedure for trip abroad, creating favorable conditions for the population, exception of bureaucratic component and the facts of manifestation of corruption in case of document creation for trip abroad, increase in effective period of the travel document, the maximum simplification of procedures of passing by citizens of passport control at check points of frontier:

1. Agree with offers of the State center of personalisation under the Cabinet of Ministers, the Ministries of Internal Affairs, the Ministries of Foreign Affairs and Services of homeland security of the Republic of Uzbekistan about enforcement since January 1, 2019 of the biometric passport of the citizen of the Republic of Uzbekistan for trip abroad.

2. Cancel procedure for registration of sticker of allowing record for trip abroad since January 1, 2019.

3. Determine that:

the existing biometric passport of the citizen of the Republic of Uzbekistan of sample of 2011 is the identity document and nationality of its owner, and is used in the territory of the Republic of Uzbekistan;

citizens of the Republic of Uzbekistan can leave the Republic of Uzbekistan on the territory of the states entrance into which according to international treaties of the Republic of Uzbekistan does not require execution of the entrance visa, with use of the existing biometric passport of the citizen of the Republic of Uzbekistan of sample of 2011 till January 1, 2021;

citizens of the Republic of Uzbekistan can leave the Republic of Uzbekistan on the territory of the states entrance into which according to international treaties of the Republic of Uzbekistan requires execution of the entrance visa, with use of the existing biometric passport of the citizen of the Republic of Uzbekistan of sample of 2011 before expiration of the sticker of allowing record for trip abroad which is available in it;

the biometric passport of the citizen of the Republic of Uzbekistan of sample of 2011 for the citizens of the Republic of Uzbekistan who are in the countries for entrance to which according to international treaties of the Republic of Uzbekistan is not required execution of the entrance visa, is valid for stay and movement between the countries entrance to which does not require execution of the entrance visa, before the termination of effective period of the passport;

the biometric passport of the citizen of the Republic of Uzbekistan of sample of 2011 for the citizens of the Republic of Uzbekistan who are in the countries for entrance to which according to international treaties of the Republic of Uzbekistan is required execution of the entrance visa, is valid for stay and movement to other countries entrance to which requires execution of the entrance visa, before the termination of effective period of the passport;

the biometric passport of the citizen of the Republic of Uzbekistan of sample of 2011 for the citizens of the Republic of Uzbekistan who are in the countries for entrance to which according to international treaties of the Republic of Uzbekistan is not required execution of the entrance visa, in case of expiration of the sticker of allowing record which is available in it, is not valid for entry into the countries to which according to international treaties of the Republic of Uzbekistan execution of the entrance visa is required. The specified category of citizens for entry into the countries to which according to international treaties of the Republic of Uzbekistan execution of the entrance visa is required shall address in accordance with the established procedure for execution of the biometric passport of the citizen of the Republic of Uzbekistan for trip abroad;

reception of citizens, data collection and forming of the electronic request for receipt of the biometric passport of the citizen of the Republic of Uzbekistan for trip abroad and the subsequent issue of the personalized document is performed by divisions of migration and registration of nationality of the Ministry of Internal Affairs, Consular and legal department of the Ministry of Foreign Affairs of the Republic of Uzbekistan, territorial departments of the Ministry of Foreign Affairs of the Republic of Uzbekistan in the Republic of Karakalpakstan and areas, and also consular establishments of the Republic of Uzbekistan abroad;
