About the additional measures performed within development programs of family entrepreneurship
In recent years a number of measures for development of family entrepreneurship, to employment of the population, broad financial support of youth and female initiatives is implemented.
Within the programs aimed at the development of family entrepreneurship, employment of youth and women by work, revenue-producing (further - Programs), for the last three years to more than 600 thousand people and subjects of entrepreneurship it is allocated soft credits in the amount of, exceeding 15 trillion sum.
For the purpose of continuation of actions for financial support of the entrepreneurial initiatives directed to obtaining by the income population, first of all employment of jobless youth and women work, revenue-producing, rendering to them assistance in the organization of the business in makhallyakh on system basis in 2021:
1. Approve aimed at the development of family entrepreneurship and employment of youth and women by work, revenue-producing:
Target parameters of financing in 2021 of projects within Programs by sources according to appendix No. 1;
Target parameters of crediting in 2021 of projects within Programs by regions according to appendix No. 2.
2. To deputy ministers of economy and finance, the chairman of the Central bank and the minister of employment and reducing poverty (further - coordinators of the Program):
confer power of operational redistribution of the allocated resources by Programs, authorized banks and the territories proceeding from real requirement, and also orientation of the created projects on creation of perspective and additional workplaces;
provide financing of entrepreneurial projects in villages and makhallyakh, included in the Rim Kishlak and Rim Waved programs, proceeding from their specialization within the allocated funds.
3. Establish procedure according to which within Programs since April 1, 2021:
the petition from citizens and subjects of entrepreneurship on receipt of the credits are accepted through the Single electronic platform of development programs of family entrepreneurship;
to applicants in case of receipt of the credit the opportunity of the voluntary choice and the address to one of banks among JSB Agrobank is given, to JSC Hulk bank and JSB Mikrocreditbank behind receipt of soft credit within all Programs;
after delivery implementation to physical persons of goods (rendering services) based on the cash register receipt with fiscal sign and satisfactions with them of the project owner borrowing facilities are transferred into the settlement account of the supplier of goods (services);
to citizens for the purpose of implementation of the activities included in the list of types of activity (works, services) for self-employed persons (acquisition of necessary raw materials, spare parts and construction goods), borrowing facilities are provided in cash form at the rate to 5 million sum
;on heads of district (city) departments of support also families waved, district (city) departments of cases of youth, sectors, and also chairmen of descents of citizens makhally along with commercial banks responsibility for conducting monitoring of target use of the credits allocated to the citizens included in "Female notebook", "Youth notebook" and "Iron notebook" is conferred.
4. For the purpose of financing of projects of development of family entrepreneurship:
a) To the Ministry of Finance:
allocate funds in the amount of 1,3 of trillion sum for increase in the authorized capital of authorized banks, including JSB Agrobank - 700 billion sum, JSB Mikrocreditbank - 400 billion sum and JSC Hulk bank - 200 billion sum;
in two-month time to introduce to the Cabinet of Ministers the bill providing entering of corresponding changes into the Law of the Republic of Uzbekistan "About the Government budget of the Republic of Uzbekistan for 2021" for ensuring execution of the above-stated order;
b) To provide to fund of reconstruction and development allocation for the term of 7 years, including three-year grace period:
to authorized banks of credit resources in the amount of 1,5 of trillion sum according to the distribution performed by coordinators of the Program;
JSC Alokabank - funds in equivalent of 5 million US dollars for development of beekeeping, JSB Turonbank (by increase in the authorized capital of JSB Turonbank at the expense of allocated funds) - funds in equivalent of 8 million US dollars for financing of projects of subjects of entrepreneurship on the organization of limonovodstvo on the areas at least 10 hundred parts.
5. Provide to the Ministry of Finance in 2026 compensation of 1,5 of trillion sum of the credit resources allocated by Fund of reconstruction and development on the basis of item 4 of this resolution at the expense of the republican budget of the Republic of Uzbekistan for not returned part by commercial banks.
At the same time obligations of authorized banks in the amount of the covered means before Fund of reconstruction and development are renewed for benefit of the Ministry of Finance.
6. Determine that according to this resolution:
loan interest rates, allocated by commercial banks, for a period of up to January 1, 2022 according to the procedure of exception are established within the main rate of the Central bank, since January 1, 2022 - at the rate of 14 annual interest rates;
credit resources are allocated to commercial banks for 4 percent points below the main rate of the Central bank, since January 1, 2022 - at the rate of 10 annual interest rates.
7. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also heads of sectors to give full practical assistance to authorized banks in ensuring return of the credits according to Programs at the scheduled time.
8. Make changes and addition to some resolutions of the President of the Republic of Uzbekistan according to appendix No. 3.
9. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan D. A. Kuchkarov.
