The outstanding physicists of Academy of Sciences of our country who created the known schools of sciences played important role in forming of the major scientific directions. The school of physics of our country made huge contribution to development of such fields of world science as physics of solid body, physics of atomic nucleus, physics of semiconductors, laser physics and thermophysics.
Today in educational institutions of the country much attention is paid to improvement of quality of teaching physics, implementation in educational process of modern training methods, to selection of talented pupils, training of specialists, competitive in the labor market, development of scientific research and innovations, and also orientation to achievement of practical results.
At the same time the number of questions in the field of, not found the solution, shows need of implementation of measures for improvement of quality of education and efficiency of scientific research in the field of physics. In particular:
the first, is not paid due attention to increase in interest of youth in physics, educational programs do not promote forming and development of independent and creative thinking in pupils, and the carried-out work on quality assurance of education does not meet the modern requirements;
the second, in the organization of educational process the interrelation of programs of general secondary and higher education is not provided;
third, favorable conditions for training and passing of training of teachers in prestigious educational and scientific institutions of the foreign states for the purpose of increase in professional knowledge and skills of pedagogical personnel, involvement of the leading foreign experts are not created, scientists and teachers in educational process remains at a low level;
the fourth, is not adjusted up to standard creation of modern textbooks on physics, content of educational literature not completely displays the modern level of development of science and technology, the attention is also not paid to creation of collections of tasks, practical works, benefits on accomplishment of laboratory works and multimedia programs;
the fifth, obsolete material and technical resources of teaching physics and infrastructure of researches, neediness of the modern equipment of educational and scientific laboratories of physics exert negative impact on quality of training of personnel and efficiency of researches;
the sixth, the small specific weight of preparation scientific and research and educational personnel on specializations of physics is the reason of low scientific capacity of this area;
the seventh, owing to not orientation of the carried-out research works on problems of production enterprises implementation indicators in practice of innovative developments in the field of physics do not conform to the established requirements, the scale of scientific research and innovations is insufficiently oriented to effectiveness.
For the purpose of cardinal improvement of quality of education on physics, preparation highly skilled pedagogical and scientists, providing educational institutions with modern textbooks, laboratories and other educational equipment, development of potential and the effective organization of activities of the scientific organizations, establishment of close partnership and interaction of science with production industries, and also ensuring timely realization of the tasks determined in the President's letter of the Republic of Uzbekistan to Oliy Majlis of December 29, 2020:
1. Approve the Program of complex measures for improvement of quality of education in physics and ensuring effectiveness of scientific research in the field of physics in 2021 - 2023 (further - the Comprehensive program) according to appendix No. 1*.
Determine main objectives and tasks of the Comprehensive program:
improvement of quality of teaching physics in educational institutions, enhancement of textbooks and education guidances;
development of system of preparation, retraining and advanced training of personnel in the field of physics, in particular teachers of schools in the rural zone;
widespread introduction in educational process of modern training methods, including information and communication technologies;
grade of level of knowledge of pedagogical personnel and pupils in physics, identification of gifted youth, ensuring successful participation and gain by youth of prize-winning places at the republican and international subject Olympic Games;
expansion of level of scope of youth with training in physics by implementation in the highest educational institutions of the integrative principles of teaching disciplines on physics, and also establishing training on the new and demanded in the education market specialties;
ensuring continuous communication of scientific research in the field of physics with production, expansion of scale of the scientific works directed to the problem resolution in economy industries;
increase in effectiveness and practical value of scientific research and innovative activities.
The list step by step created in 2021-2022 in regions of the republic of 28 basic schools specialized on profound studying of physics, and the departments of the highest educational institutions assigned to them according to appendix No. 2 *;
The list of 175 schools at which in 2021 - 2023 classes with profound studying of physics, and the departments of the highest educational institutions assigned to them according to appendix No. 3 * are created;
The program for equipment by furniture, the educational laboratory equipment and other technical means of educational classes and laboratories of physics of the basic schools specialized on profound studying of physics, and schools at which classes with profound studying of physics in 2021 - 2023, according to appendix No. 4* are created.
Determine that equipment by furniture, by the educational laboratory equipment and other technical means of educational classes and laboratories of physics of the schools specified in appendix No. 4 * to this resolution is performed in 2021 at the expense of means of reserve fund of the Cabinet of Ministers, in 2022-2023 - the means provided in parameters of the Government budget.
