PRESIDENTIAL DECREE OF THE REPUBLIC OF UZBEKISTAN

About additional measures for further creating favorable conditions for the population and subjects of entrepreneurship when using of the state services, to reducing bureaucratic barriers in this direction

In recent years in the country the system of rendering the state services to the population is reformed, consecutive measures for cardinal improvement of business climate, elimination of excessive bureaucratic barriers are implemented.

In particular, some license types and permissions are cancelled, terms of passing of ministerial procedures are significantly reduced, number of the references issued by self-government institutions of citizens is cancelled.

Along with it, in connection with application in state bodies, executive bodies on places and other state organizations of obsolete bureaucratic procedures, including reclamations of references in paper form which can be received by means of electronic system, and documents, insignificant for the organization of work, practice of excessive concern of citizens and subjects of entrepreneurship remains.

For the purpose of ensuring execution of the tasks determined in the State program by strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 in "Year of support of youth and strengthening of health of the population" and also eradication of bureaucracy, red tape and other administrative barriers when rendering the state services, cardinal reducing which was outdate, not conforming to modern requirements of procedures:

1. Establish procedure according to which since June 1, 2021:

civil registration, physical examination of persons marrying and execution of the biometric passport for trip abroad are performed by the exterritorial principle irrespective of the place of permanent (temporary) registration of citizens;

when implementing notarial actions all data connected with civil registrations turn out notary offices independently, without reclamation at citizens of excessive references, through the information system "ZAGS Single Electronic Archive";

implementation of payment in cash form through the representatives is allowed to the legal entities who are subjects of entrepreneurship in case of payment of the charges and the state fees established for use of the state services;

practice of reclamation of the certificate on absence of HIV infection in case of accreditation of staff of representative offices of the foreign commercial organizations in the territory of the Republic of Uzbekistan is cancelled;

the payment amounts which are excessively paid by physical persons and legal entities when using of services through the centers of the state services, and also the amounts of charges which are in addition paid for rendering the state services in the accelerated procedure (in case of non-rendering of services in the accelerated procedure), return in the simplified procedure by fund of development of the state services of the Ministry of Justice (further - the Ministry) within one working day. At the same time the returned means are collected by the Ministry from the relevant state bodies and the organizations according to the procedure of regress;

the procedure for provision of duplicates of the documents issued by putting down of QR code is cancelled (matrix code stroke) when rendering the state services. At the same time these documents turn out electronically free of charge and in any number through the Single portal of interactive state services.

2. Approve:

The list of the state bodies and organizations responsible for provision of separate types of data and documents in electronic form by means of interdepartmental integration platform of the Electronic Government system, according to appendix No. 1;

The list of the state services which results of rendering since May 1, 2021 at the request of citizens and subjects of entrepreneurship are brought by means of mail service, according to appendix No. 2;

"Road map" on simplification and optimization of procedures of rendering some types of the state services according to appendix No. 3*.

3. To provide to the adviser to the Prime Minister O. M. Umarov together with the ministries and departments listed in appendix No. 1 to this Decree till May 1, 2021 integration with interdepartmental integration platform of the Electronic Government system of the data and data containing in their information systems, resources and databases and also the state services, necessary for rendering, with observance of requirements of information security.

Assign to the adviser to the Prime Minister O. M. Umarov, and also heads of the ministries and departments the personal responsibility for timely and high-quality forming of electronic databases, digitization of information, provision of data and documents in electronic form at the scheduled time.

4. Determine that since June 1, 2021 reclamation by state bodies, economic associations, executive bodies on places, the state organizations and organizations from the population and subjects of entrepreneurship is cancelled:

a) the documents confirming the following facts:

stay or absence on accounting in psychoneurological dispensary;

stay or absence on accounting in narcological dispensary;

availability or lack of criminal record;

address reference information;

availability or lack of personal housing on name of the citizen;

area of premises;

availability or lack of tax debt;

statement of the physical person - the taxpayer on accounting in bodies of the State Tax Service;

size of pension and benefit;

stay or absence in the list of receivers of pensions and benefits;

scrap registration, lack of registration of marriage or annulment of marriage;

b) following:

copy of the identity document;

the photo of person of the established form;

references of medico-social commissions of experts;

service records and their copies (except as specified reclamations in the course of award of pension to citizens in the absence of possibility of receipt of this document via the interdepartmental hardware and software "Single National System of Work");

the archive references confirming the salary and length of service, training in the highest and average special educational institutions (except as specified reclamations in the course of award of pension to citizens in the absence of possibility of receipt of this document via the interdepartmental hardware and software "Single National System of Work");

cadastral documents and their copies.

At the same time in the course of rendering the state services to physical persons, in case of employment and accomplishment of other ministerial procedures state bodies and the organizations independently request from the responsible state bodies and the organizations specified in appendix No. 1 to this Decree, the documents and references provided by this Item including through interdepartmental integration platform of the Electronic Government system.
