1. Approve the State program "Infrastructure of check points on Frontier of the Republic of Belarus" for 2021-2025 (further - the State program) it (is applied).
2. Confer the personal responsibility for accomplishment of summary target and target indicators of the State program, timely and high-quality realization of its actions on the Chairman of the State Customs Committee.
3. This resolution becomes effective from the date of its acceptance.

The state program is developed taking into account provisions of the following main documents:
The national strategy of sustainable social and economic development of the Republic of Belarus for the period till 2030 approved by Presidium of Council of Ministers of the Republic of Belarus (the minutes of Presidium of Council of Ministers of the Republic of Belarus of May 2, 2017 No. 10);
The concept of development of infrastructure of road check points on Frontier of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of January 12, 2006 No. 35;
The concept of the integrated management of Frontier of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of March 12, 2019 No. 153;
The single standard requirements to the equipment and material equipment of the buildings, rooms and constructions necessary for the organization of the state control at check points through customs border of the Eurasian Economic Union approved by the Decision of the Commission of the Customs union of June 22, 2011 No. 688.
The sphere of implementation of the State program is boundary, economic and state security.
The state program is directed to increase in transit capacity of the Republic of Belarus, assistance to foreign trade, increase in handling capacity of road check points, creation in them of conditions for the employees performing functions of the state control, persons performing economic and other activity, the physical persons crossing Frontier of the Republic of Belarus including in pedestrian procedure by creation of the infrastructure meeting the modern international requirements.
Due to the lack of financing from 2015 to 2018 reconstruction of road check points was not carried out.
The State Customs Committee (further - the State Customs Committee) at the expense of the means received on additional financing of customs authorities according to the Presidential decree of the Republic of Belarus of June 2, 2009 No. 278 "About conditions of additional financing of customs authorities and bodies of the border service" (further respectively - the Decree No. 278, own means), in 2018 resumes reconstruction of the road check point of Urbana, in 2019 - the road check point "Upper Terebezhov".
From 2015 to 2019 the number of movements of all types of vehicles (cargo, automobile, buses) through road check points on customs border of the Eurasian Economic Union (further - EEU) in the Republic of Belarus in general increased by percent 28,3.
In the last several years the tendency to consecutive increase in number of the vehicles crossing Frontier of the Republic of Belarus was planned.
Increase of transport flow testifies to efficiency of the taken measures for the purpose of increase in transit appeal of the Republic of Belarus.
Customs authorities of the Republic of Belarus on permanent basis carry out work on simplification of customs procedures concerning the vehicles crossing border.
One of the factors influencing efficiency of the omission of persons, goods and vehicles through border is availability of the infrastructure meeting the international requirements in the conditions of increasing cross-border passazhiro-and tovaropotoka.
Taking into account the intense situation connected with queues when crossing by vehicles of the Belarusian-Lithuanian, Belarusian-Polish border first of all it is required to resolve the issues connected with reconstruction, upgrade and technical retrofitting of road check points on this directions.
Customs infrastructure of the road check points located on the Belarusian-Lithuanian, Belarusian-Polish, Belarusian-Ukrainian sites of border not fully meets the requirements for providing the omission of flow of vehicles and carrying out full control.
In the State program actions for ensuring economic and boundary safety on Frontier of the Republic of Belarus are determined.
Arrangement of customs infrastructure will allow to create conditions for safety on customs border of EEU in the Republic of Belarus regarding counteraction of illegal external migration, to illegal import (export) of goods, smuggling of drugs and their precursors, weapon, ammunition.
Realization of complex of actions of the State program will provide:
creation of proper modern customs infrastructure for the organization of the state control at road check points on Frontier of the Republic of Belarus, including providing necessary sanitary living conditions for the employees performing functions of the state control at road check points and also for persons performing economic and other activity, the physical persons crossing Frontier of the Republic of Belarus including in pedestrian procedure;
possibility of carrying out effective customs, boundary and other types of the state control concerning persons, vehicles and goods when crossing Frontier of the Republic of Belarus in case of the minimum time expenditure;
completeness of collection of all payment types on Frontier of the Republic of Belarus;
favorable conditions for attraction and providing transit product flows, tourism development.
The purpose of the State program - acceleration of passing of Frontier of the Republic of Belarus by participants of foreign economic activity and physical persons, improvement of conditions for its crossing, realization of transit capacity of the Republic of Belarus.
Achievement of this purpose requires accomplishment of task on enhancement of infrastructure of road check points on Frontier of the Republic of Belarus.
