About measures for creation of conditions for the accelerated implementation of technologies of artificial intelligence

According to Strategy "Digital Uzbekistan - 2030" and for the purpose of creating favorable conditions for the accelerated implementation of technologies of artificial intelligence and their broad application in the country, ensuring availability and high-quality digital data, training of qualified personnel in the specified sphere:

1. Approve:

a) The program of measures for studying and implementation of technologies of artificial intelligence in 2021-2022 according to appendix No. 1 (further - the Program) providing the following main priority directions:

development of the Strategy of development for artificial intelligence determining the basic directions and the principles of use of artificial intelligence, and also condition for complex forming of this sphere in the near-term and long term;

development of the regulatory framework determining single requirements, responsibility, safety and transparency in case of development and use of technologies of artificial intelligence in industries of economy and the social sphere, system of public administration;

broad use of technologies of artificial intelligence for improvement of quality of rendering the state services for the benefit of the population, and also increase in efficiency of state bodies in case of data handling;

creation of the domestic ecosystem of innovative developments in the field of artificial intelligence stimulating carrying out basic and applied scientific research on development of useful technology solutions with subsequent their commercialization;

creation of conditions for software developers using technologies of artificial intelligence in access to digital data, and also ensuring the accelerated digitization of the relevant data of state bodies and organizations;

forming of investment appeal of scientific works and developments in the field of artificial intelligence, including for increase in goods competitiveness (works, services) in the internal and external markets;

ensuring access of domestic enterprises and specialists to information resources and competences in artificial intelligence, and also development of the necessary educational circle;

development of international cooperation in the field of artificial intelligence and technologies of its application for carrying out joint international research activities, training and increase in their qualification, improvement of line items of the republic in prestigious ratings and indexes;

b) The list of pilot projects on implementation of the technologies of artificial intelligence realized in 2021-2022 including with involvement of residents of the Technological park of software products and information technologies according to appendix No. 2, in the following priority industries and spheres:

in the field of agricultural industry: use of technologies of artificial intelligence in the course of condition monitoring of the soil and crops on the basis of data of remote sensing of the earth, and also work of agricultural machinery, including combines, - the Ministry of Agriculture, the Ministry of development of information technologies and communications, the Uzbekkosmos Agency (Zh. Hodzhayev, K. Yuldashev, Sh. Kadirov);

in the bank sphere: use of technologies of artificial intelligence for increase in efficiency of monitoring of activities of commercial banks and simplification of accomplishment of regulatory requirements by them (SubTech and RegTech), and also for the analysis of quality of rendering banking services, remote biometric identification (Face-ID) of users and assessment of credit risks - the Central bank, JSC National Bank of Foreign Economic Activity of the Republic of Uzbekistan, JSC Alokabank (M. Nurmuratov, A. Mirsoatov, K. Irisbekova);

in the field of finance: use of technologies of artificial intelligence for the analysis and increase in efficiency of budgeted expenses, retirement, social and insurance benefits, and also benefits - the Ministry of Finance (T. Ishmetov);

in the tax sphere: use of technologies of artificial intelligence for the analysis of tax revenues of legal entities, identifications of variations of tax assignments - the State Tax Committee, the Ministry of Finance (Sh. Kudbiyev, D. Sultanov);

in the field of transport: use of technologies of artificial intelligence in process of management of locomotives for tracking of their movement and warning of drivers in case of dangerous situations, the analysis of public transport service and determination of their optimum routes, and also monitoring of car traffic and transport traffic jams - the Ministry of transport, JSC Uzbekiston temir yullari, JSC Toshshakhartranskhizmat, the Ministry of Internal Affairs (I. Makhkamov, H. Hasilov, A. Dzhurayev, A. Ikramov);

in the field of power: use of technologies of artificial intelligence for forecasting of development and consumption of energy resources, optimizations of operation of the technology equipment - the Department of Energy, JSC Regionalnye elektricheskiye seti (A. Sultanov, U. Mustafoyev);

in the field of health care: use of technologies of artificial intelligence for diagnosis of pneumonia on the basis of the analysis of computer tomography of lungs of the person, and also breast cancer at early stages on the basis of the analysis of mammography - the Ministry of Health (A. Hadzhibayev, A. Azizov);

in the field of pharmaceutics: use of technologies of artificial intelligence for the analysis and forecasting of needs of the market for medicines and products of medical assignment - Agency on development of pharmaceutical industry, JSC Dori-Darmon, the Ministry of Health (S. Kariyev, U. Salikhbayeva, A. Azizov);

in the field of the electronic government: use of technologies of artificial intelligence for remote biometric identification of users when rendering electronic state and financial services (Face-ID) - the Ministry of development of information technologies and communications (Sh. Sadikov).

2. Assign on:

The ministry of innovative development (I. Abdurakhmonov) - implementation of support of scientific and technical researches and innovative developments in the field of artificial intelligence;

The ministry of development of information technologies and communications (Sh. Sadikov) - creation of technological conditions for development and implementation of software products on the basis of artificial intelligence;

The coordination commission on strategy implementation "Digital Uzbekistan - 2030" (A. N. Aripov) (further - the Coordination commission), formed by the Presidential decree of the Republic of Uzbekistan of October 5, 2020 No. UP-6079, - responsibility for complex coordination of program implementation and other initiatives connected with implementation and use of technologies of artificial intelligence.

3. The coordination commission (A. N. Aripov) with involvement of the leading foreign experts and the companies till December 1, 2021 to submit the Strategy of development for artificial intelligence expected the next and long-term perspectives for approval.

4. Determine that:

financing of scientific research and innovative developments in the field of artificial intelligence is performed by fund of support of innovative development and the innovative ideas (further - Fund) through the settlement account which is separately opened for these purposes;
