1. Approve the enclosed Rules of carrying out monitoring of the projects realized within programs of financial support of entrepreneurship within the State program of support and business development "The road map of business-2025".

2. Recognize invalid:

1) the order of the Minister of national economy of the Republic of Kazakhstan of March 18, 2019 No. 19 "About approval of Rules of carrying out monitoring of the projects realized within programs of financial support of entrepreneurship within the State program of support and business development "The road map of business-2020" (it is registered in the Register of state registration of regulatory legal acts for No. 18436, it is published on April 4, 2019 in Reference control bank of regulatory legal acts of the Republic of Kazakhstan);

2) the order of the Minister of national economy of the Republic of Kazakhstan of November 20, 2019 No. 91 "About introduction of amendments to the order of the Minister of national economy of the Republic of Kazakhstan of March 18, 2019 No. 19 "About approval of Rules of carrying out monitoring of the projects realized within programs of financial support of entrepreneurship within the State program of support and business development "The road map of business-2020" (it is registered in the Register of state registration of regulatory legal acts for No. 19631, it is published on November 27, 2019 in Reference control bank of regulatory legal acts of the Republic of Kazakhstan).

3. To provide to development department of entrepreneurship in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of national economy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of carrying out monitoring of the projects realized within programs of financial support of entrepreneurship within the State program of support and business development "The road map of business-2025"

Chapter 1. General provisions

1. These rules of carrying out monitoring of the projects realized within programs of financial support of entrepreneurship within the State program of support and business development "The road map of business-2025" (further - Rules) are developed according to the order of the Government of the Republic of Kazakhstan of December 24, 2019 No. 968 "About approval of the State program of support and business development "The road map of business-2025" (further - the Program) and the Mechanism of crediting of priority projects approved by the order of the Government of the Republic of Kazakhstan of December 11, 2018 No. 820 "About some questions of ensuring long-term tengovy liquidity for the solution of task of available crediting" (further - the Mechanism) and determine procedure for carrying out monitoring of the projects realized within programs of financial support of entrepreneurship within the Program.

2. The joint-stock company "Business Development Fund "Lady" (further - the financial agency) performs monitoring of realization of the Program/mechanism regarding subsidizing of rate of remuneration under credits/agreements of financial leasing / to agreements of Islamic financing / to agreements of Islamic leasing / rate of coupon remuneration on bonds, guaranteeing on the credits and provisions of state grants for realization of the new business ideas based on the Order of the Government of the Republic of Kazakhstan of December 31, 2019 No. 1060 "About some measures of the state support of private entrepreneurship".

3. In these rules the following terms and determinations are used:

1) the regional coordinator of the Program - the structural division of local executive body responsible for program implementation determined by the akim of area, capital, city of republican value at the regional level (the capitals, the cities of republican value);

2) bank - the bank of the second level participating in the Program including Development Bank of Kazakhstan joint-stock company and (or) the bank of the second level participating in the Mechanism;

3) bank loan (further - the credit) - the amount of money provided by bank to the entrepreneur based on the agreement on provision of bank loan on the terms of urgency, the paid nature, recoverability, security and target use. The credit line belongs to bank loan also.

For Islamic bank the credit is understood as financing - the delay or payment by installments of payment for goods provided by Islamic bank to the entrepreneur according to the agreement of financing;
