About additional measures for the state support of non-state non-profit organizations, ensuring freedom of their activities, protection of the rights and legitimate interests

In the Strategy of actions in 2017 - 2021 development of institutes of civil society, increase in their public and political activity are determined by five priority directions of development of the Republic of Uzbekistan as the main direction of enhancement of the state and public construction.

Now non-state non-profit organizations and other institutes of civil society are important in creation of the democratic constitutional state, ensuring rule of law in society, and also increase in social and political and social and economic capacity of the country.

For the purpose of further increase in role of non-state non-profit organizations as active participants and partners in the reforms performed in the country, strengthenings of protection of their rights and legitimate interests, expansions of scale of the state support, and also creation of favorable conditions by it:

1. Determine that since March 1, 2021:

total amount of the money and property received in one calendar year by non-state non-profit organizations from foreign sources with the notification (for data) registering body increases from twenty to hundred basic settlement sizes;

the term of re-registration of non-state non-profit organization, and also state registration of its symbolics is reduced from one month to fifteen days;

in case of state registration (re-registration) simvolik public associations of persons with disability, veterans, elderly citizens, women, children the state fee is not collected;

the separate division of non-state non-profit organization is legal entity, at the same time the procedure for registration of separate division is cancelled.

2. Approve the following offers of the Parliamentary commission on management of means of Public fund for support of non-state non-profit organizations and other institutes of civil society under Oliy Majlis of the Republic of Uzbekistan (further - Public fund), and also National association of non-state non-profit organizations of Uzbekistan (further - Association):

about allocation to Public fund for support of non-state non-profit organizations of Uzbekistan of government subsidy for financing of the programs and projects aimed at the development of domestic non-state non-profit organizations;

about establishment of total extreme number of managerial personnel of Association and its territorial departments - 44 units, and also increase twice the amount of payment of their work;

about providing central office and territorial departments of Association with the necessary equipment, the vehicle, office equipment, furniture, and also strengthening of other material and technical resources.

Recommend to Association to develop and approve updated structure of Association in two weeks.

Take into consideration that necessary means for covering of the expenses connected with implementation of measures, determined in this Item are provided in the Law of the Republic of Uzbekistan "About the Government budget of the Republic of Uzbekistan for 2021" to Public fund.

To the Ministry of Finance, since 2022 to provide in the parameters of the Government budget the expenses connected with implementation of measures specified in paragraphs second and third this Item.

3. Take into consideration that the main activities of Association are:

representation, and also protection of the rights and legitimate interests of non-state non-profit organizations in state bodies, courts, the international, foreign, and also other organizations;

consolidation in Association of non-state non-profit organizations, the direction, development, and also assistance in increase in efficiency and quality of their activities;

participation in development of mutually beneficial cooperation between non-state non-profit organizations, subjects of entrepreneurship, the international and foreign structures, and also state bodies;

assistance in creation of favorable legal, economic and social conditions for realization of initiatives of non-state non-profit organizations;

combination of efforts of members, and also partners in sustainable development and promotion in the country of democratic processes;

participation in project development of the regulatory legal acts affecting the rights and legitimate interests of non-state non-profit organizations, and also preparation of suggestions for improvement of the legislation regulating this sphere;

increase in potential of heads and employees of non-state non-profit organizations in the directions of effective management of the organization, achievements of financial stability, development of socially significant projects, social partnership and implementation of efficient public control, involvement of volunteers, charitable and other resources, social management, social entrepreneurship;

development of the benefits, training programs, textbooks peculiar to the country of theoretical approaches for representatives of non-state non-profit organizations.

4. Determine that:

the head of Association at the same time is the adviser to the chairman of Public chamber in case of the President of the Republic of Uzbekistan, heads of territorial departments of Association - the advisers to chairmen of regional public chambers concerning non-state non-profit organizations performing the activities on a voluntary basis;

placement of the non-state non-profit organizations performing the activities in socially significant spheres, in "Houses of non-state non-profit organizations" in the Republic of Karakalpakstan, the regional centers and the city of Tashkent is performed on the basis of the recommendation of Association.

Recommend to Association to develop in a month on the basis of proposals of the general public procedure for issue of recommendations for placement of non-state non-profit organizations in "Houses of non-state non-profit organizations".

5. Support the initiative of National movement Yuksalish, the Development strategy Center and Association about creation in 2021-2022 co-working centers in the Republic of Karakalpakstan, the regional centers and the city of Tashkent promoting adjustment of effective cooperation between activists of institutes of civil society, realization of new citizens' initiatives, to discussion of questions of social and economic development of the country, preparation of offers on the solution of the available problems, and also increase in individual knowledge and skills at the expense of grant means according to appendix.

To render Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent comprehensive assistance in creation the co-working centers, and also effective and full realization of this initiative.

6. Determine that:

the non-state non-profit organizations which are performing activities according to the authorized purposes in all territory of the Republic of Uzbekistan, and also having separate divisions in two or more administrative and territorial units are recognized republican non-state non-profit organizations;
