About additional measures for enhancement of activities of training centers of National guard of the Republic of Uzbekistan

For the purpose of further enhancement of system of preparation, retraining and advanced training of the military personnel and employees of National guard of the Republic of Uzbekistan, ordinary structure of law-enforcement bodies, employees (further - military personnel and employees) the divisions (militarized, sentry) protection of the ministries and departments, and also creation of necessary conditions for the organization of educational process with broad use of modern information and pedagogical technologies:
1. Agree with offers of Council of Ministers of the Republic of Karakalpakstan, khokimiyat of the city of Tashkent, National guard and the Ministry of Internal Affairs of the Republic of Uzbekistan providing:
education in the territory of military unit No. 81416 of National guard of the Republic of Uzbekistan, at the address: Republic of Karakalpakstan, city of Nukus, гузар Hodzheyli, settlement of Kizketken, Karakalpakskogo of Republican regional training center of National guard of the Republic of Uzbekistan;
education in the territory of the Motor transport service, the protection of the city of Tashkent of Head department of protection of National guard of the Republic of Uzbekistan which is on balance of Management, at the address: city of Tashkent, Sergeliysky district, Ulitsa A. Kadyri, 43, Tashkent regional training center of National guard of the Republic of Uzbekistan;
transformation of the Fergana training center of National guard of the Republic of Uzbekistan to the Fergana regional training center of National guard of the Republic of Uzbekistan;
transformation of Dashtabadsky training center of National guard of the Republic of Uzbekistan to the Jizzakh regional training center of National guard of the Republic of Uzbekistan.
2. Determine the main objectives of the Karakalpak Republican regional training center, Fergana regional training center, Jizzakh regional training center and Tashkent regional training center of National guard of the Republic of Uzbekistan (further - regional training centers):
basic training, retraining and advanced training of the military personnel and employees of National guard of the Republic of Uzbekistan, ordinary structure of law-enforcement bodies on administrative and legal preparation, protection of public order, professional and psychological training, combat special training;
education of the military personnel and employees in the spirit of patriotism, commitment to the Homeland and office debt, forming at them ethical and moral qualities;
education of spiritually developed, physically healthy, active military personnel and employees having knowledge capable to protect the rights and freedoms of citizens, public order and safety, to honesty fulfill the office duty;
training of qualified specialists for industry services of National guard of the Republic of Uzbekistan and law-enforcement bodies, and also the divisions (militarized, sentry) protection of the ministries and departments;
carrying out researches on problems of law enforcement, strengthening of law and order and fight against crime, development of practical offers, recommendations and benefits;
creation of necessary conditions for strong mastering the military personnel and employees necessary theoretical knowledge, practical skills and qualifications for accomplishment of the service duties assigned to them;
implementation of advanced methods and forms of education, means of modern information technologies in educational process, continual improvement of teaching and educational process with providing at the same time practical orientation of the military personnel and employees to the solution of the established tasks;
broad application of form of online training in advanced training of the military personnel and employees;
establishing practice of mutual exchange of scientific and practical experience between educational institutions of National guard of the Republic of Uzbekistan on permanent basis.

4. Determine that:
a) established posts of the Karakalpak Republican regional training center and Tashkent regional training center of National guard of the Republic of Uzbekistan are created due to redistribution of general established posts of National guard of the Republic of Uzbekistan;
b) regional training centers are structural divisions of National guard of the Republic of Uzbekistan with the status of the legal entity, have seal and forms with the name in state language and the image of the State Emblem of the Republic of Uzbekistan, and also separate balance and personal accounts in bank institutions;
c) educational process in regional training centers on basic training, retraining and advanced training of the military personnel and employees, and also specialists of the militarized and guard security divisions of the ministries and departments will be organized with distribution on the following regions:
in the Tashkent regional training center of National guard of the Republic of Uzbekistan - for military personnel and employees, and also specialists serving in the city of Tashkent and the Tashkent region;
in the Fergana regional training center of National guard of the Republic of Uzbekistan - for military personnel and employees, and also specialists serving in the Fergana, Andijan and Namangan regions;
in the Jizzakh regional training center of National guard of the Republic of Uzbekistan - for military personnel and employees, and also specialists serving in the Syr Darya, Jizzakh, Samarkand, Kashkadarya and Surkhandarya regions;
in the Karakalpak Republican regional training center of National guard of the Republic of Uzbekistan - for military personnel and employees, and also specialists serving in the Republic of Karakalpakstan, the Khorezm, Navoiy and Bukhara regions.
d) study in the Tashkent regional training center of National guard of the Republic of Uzbekistan will be organized since March 1, 2022;
e) preparation, retraining and advanced training of specialists of the militarized and guard security divisions of the ministries and departments is performed on paid and contractual basis at the rates (rates) established by the commander of National guard of the Republic of Uzbekistan.
5. Grant to the commander of National guard of the Republic of Uzbekistan the right on:
modification of organizational and regular structure of regional training centers within general established posts of National guard of the Republic of Uzbekistan;
work on strengthening, construction, reconstruction and repair of material and educational and training base of regional training centers at the expense of means of Head department of protection of National guard of the Republic of Uzbekistan for the purpose of increase in learning efficiency of specialists for divisions of protection.
