About approval of the Concept of development of civil society in 2021 - 2025

In recent years consecutive works on support of non-state non-profit organizations and other institutes of civil society, strengthening of social partnership between them and state bodies, to implementation of efficient public control, and also enhancement of the legal base regulating this sphere are carried out.

In particular, for the expired four years from the Government budget funds in the amount of 117 billion sum for support more than 1 270 projects of non-state non-profit organizations and other institutes of civil society were allocated.

As a result of the performed measures the regulatory framework providing legal guarantees of non-state non-profit organizations and meeting the modern democratic requirements and international standards is enhanced. As a result of it about 20 laws, acts of the President of the Republic of Uzbekistan and decisions of the Government are adopted.

The Public chamber in case of the President of the Republic of Uzbekistan which activities are directed to representation of interests of non-state non-profit organizations, accomplishment of role of the bridge between them and the state is created, and also for the purpose of implementation of new effective remedies of carrying out open dialogue with the population activities of public councils under state bodies are adjusted.

For the purpose of encouragement of representatives of the non-state non-profit organizations which made worthy contribution to forming and development of free civil society, protection of the rights, legitimate interests and democratic values of the person, increase in political culture and sense of justice of the population in our country the breastplate "For contribution to development of civil society" is founded, and this highest award awards 126 activists of this sphere.

As a result of the taken measures the number of the non-state non-profit organizations which are the main institutes of civil society for the last four years increased by percent 20,7, including 187 large republican non-state non-profit organizations began the activities.

At the same time it is necessary to lift this work on qualitatively new stage and to determine the short-term and medium terms of development of civil society in our country.

For the purpose of further enhancement of organization-legal bases of development of civil society, increase in role and value, social activity and efficiency of activities of non-state non-profit organizations, and also ensuring execution of state programs on strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 in "Year of development of science, education and digital economy" and in "Year of support of youth and strengthening of health of the population":

1. Approve the Concept of development of civil society in 2021 - 2025 (further - the Concept) according to appendix No. 1.

2. Determine the priority directions of the Concept:

consecutive enhancement of the legal basis of development of civil society;

rendering assistance of civil society to institutes and further enhancement of the mechanism of their state support;

creation of necessary conditions for active participation of institutes of civil society in the public and public administration;

further expansion of participation of institutes of civil society in implementation of the state social projects;

ensuring openness of activities of institutes of civil society.

3. Approve:

"Road map" on realization in 2021 of the Concept of development of civil society in 2021 - 2025 (further - "Road map") according to appendix No. 2;

Target indicators of development of civil society in 2021 - 2025 (further - Target indicators) according to appendix No. 3.

4. Determine that:

a) The concept step by step is implemented by means of the "Road map" which is separately approved by the resolution of the Cabinet of Ministers each two years;

b) Target indicators provide:

increase in amount of the state support of non-state non-profit organizations and other institutes of civil society in the form of subsidies, grants and social orders time 1,2 at least in 2021 and in time 1,8 in 2025;

allocation to public funds for support of non-state non-profit organizations and other institutes of civil society under the Jokargi Kenes of the Republic of Karakalpakstan, Kengashakh of People's Deputies of areas and the city of Tashkent of means in the amount of 16 billion sum in 2021 and 70 billion sum in 2025;

bringing number of members of National association of non-state non-profit organizations of Uzbekistan to 10 percent in relation to total quantity of the operating non-state non-profit organizations in 2021 and to 30 percent in 2025;

finishing in activities of public councils under each state body (in relation to the total number of representatives of the non-state non-profit organizations included in structure of public councils) numbers of representatives of the non-state non-profit organizations created at the initiative of citizens to 5 percent in 2021 and 25 percent in 2025;

ensuring finishing total quantity of the offers made by non-state non-profit organizations to superior organizations on enhancement of the legislation to 1 000 in 2021 and to 5 000 in 2025;

finishing number of the non-state non-profit organizations participating in implementation of the state program of the announced year in our country to 30 in 2021, the state program of 2025 - to 50;

decrease in quantity of the offenses made by non-state non-profit organizations (in relation to total quantity of the offenses made in 2020) on percent 3,8 in 2021 and on percent 19,2 in 2025, by simplification of the operating procedures and strengthening of preventive measures;

retraining and advanced training of 50 heads of non-state non-profit organizations in 2021 and 250 - in 2025 in Academy of public administration.
