As a result of implementation in security activities of modern information and communication systems on the basis of the best foreign practices the quantity of objects of the physical persons and legal entities accepted under protection of National guard of the Republic of Uzbekistan by security service in the last two years increased by 15 percent.

Along with it the system problems connected with further expansion of scope with security services by widespread introduction of modern security technologies in security activities, increase in professional skill and knowledge, development of skills of employees, ensuring efficiency of management activity in the field of remain.

For the purpose of forming of complete system of divisions of protection of National guard of the Republic of Uzbekistan, implementation of effective management in the field of rendering security services, and also raising on qualitatively new activity level in this direction:

1. Agree with the proposal of National guard of the Republic of Uzbekistan on reorganization of security service of National guard of the Republic of Uzbekistan in Head department of protection of National guard of the Republic of Uzbekistan (further - Head department of protection).

2. Determine the main objectives of Head department of protection:

protection of the state, especially important, categorized and other objects, property of physical persons and legal entities, and also diplomatic, consular and other representations of the foreign states and international organizations on contractual basis;

providing the internal and throughput modes, public order, and also prevention and suppression of offenses on the protected objects;

ensuring maintaining single technical policy in scope of means and systems of protection, effective control behind their operation, and also widespread introduction of modern information and communication technologies in security activities;

installation (setup), maintenance and operation of technical means of protection on contractual basis;

conducting inspection control checks in divisions of protection of the state organizations and legal entities, in authorized fund (capital) of which the state share constitutes 50 percent and more (except for law enforcement agencies and the militarized structures), control and coordination of measures for observance of the internal and throughput modes on objects;

participation in ensuring public safety during mass actions, rendering assistance to law enforcement agencies in ensuring public order in places of accumulation of people.

3. Determine that the Head department of protection is the independent structural division performing within the competence tasks and functions on protection of the state, especially important, categorized and other objects, property of physical persons and legal entities on the basis of the principles of self-sufficiency, self-financing and economic independence at the expense of the means arriving under agreements for security services.

4. Approve:

organizational structure of Head department of protection of National guard of the Republic of Uzbekistan according to appendix No. 1;

Regulations on Head department of protection of National guard of the Republic of Uzbekistan according to appendix No. 2;

standard organizational structure of managements of protection of the Republic of Karakalpakstan, areas and the city of Tashkent of Head department of protection of National guard of the Republic of Uzbekistan according to appendix No. 3;

standard organizational structure of departments of protection of areas (cities) according to appendix No. 4;

the list of official job grades on compensation of workers and employees of Head department of protection of National guard of the Republic of Uzbekistan according to appendix No. 6.

5. Establish procedure according to which:

a) the certified structure of Head department of protection is considered employees of National guard of the Republic of Uzbekistan, on legal status is equated to the staff of law-enforcement bodies;

b) since July 1, 2021:

in case of determination of official pay rate of workers and employees of Head department of protection according to the approved categories of compensation on the Single scale of charges tariff coefficients are applied on average with increase up to the double size.

6. Determine that since May 1, 2021:

a) the system of protection of objects will be enhanced step by step on the basis of the principle "High quality for reasonable price" by implementation of the following measures:

step-by-step transfer of the objects protected by the certified structure, to divisions of the private militarized security;

implementation of the optimum combined protection types;

reducing physical protection by implementation of modern technical means of protection.

These actions are carried out in three steps on the following objects:

till January 1, 2022 - office buildings of the ministries, state committees, departments, khokimiyats, educational and cultural institutions, retail operational cash desks, the centers of banking services;

till July 1, 2022 - production facilities, the markets, shopping centers, objects of TV and radio broadcasting, water intaking constructions;

till January 1, 2023 - buildings of banks and other objects;

b) the management system will be enhanced by forces and means of Head department of protection by implementation of the following measures:

optimization of number of territorial subdivisions for the purpose of reducing excessive expenses and increase in effective management of forces and means;
