About implementation in the Republic of Uzbekistan of qualitatively new system of the prevention and liquidation of emergency situations, and also ensuring fire safety

For years of independence in the country effective measures on protection of the population and the territory against emergency situations of natural and technogenic nature are implemented, the complex system of counteraction to the fires is created, the material and technical resources in this directions, including by development of production of domestic types of the fire and rescue machinery and equipment step by step become stronger.

At the same time, results of studying of efficiency of the operating system of ensuring fire safety, preventions and liquidations of emergency situations taking into account the best foreign practices testify to availability of the following factors which are negatively influencing safe life activity of citizens:

the first - separate functioning of systems of ensuring fire safety and emergency response, interdepartmental duplication of separate functions and tasks in this directions;

the second - low mobility, insufficiency of forces and means, and also small efficiency of mechanisms of interaction of territorial subdivisions on extraordinary situations of service of fire safety of law-enforcement bodies;

third - incomplete scope of the territories of the cities and areas of the republic opportunities of forces and fire safety devices, the insufficient level of the taken measures for early prevention and the prevention of the fires;

the fourth - not co-ordination of single effective system of continuous round-the-clock monitoring, operational management and timely mutual response to possible emergency situations and fires;

the fifth - absence in system of the prevention and liquidation of the emergency situations of basic highest educational institution and special research center providing scientific maintenance of this sphere.

For the purpose of transition in the Republic of Uzbekistan to qualitatively new system of the prevention and liquidation of emergency situations, and also ensuring fire safety:

1. Transfer in accordance with the established procedure with the available number of staff, financial and material and technical resources in full without change of the places of permanent deployment:

a) in system of the Ministry of Emergency Situations of the Republic of Uzbekistan from:

Ministries of Internal Affairs of the Republic of Uzbekistan:

Head department of fire safety, its structural and territorial subdivisions (further - Head department of fire safety), having provided abolition of Public service of fire safety;

Institute of fire safety;

The Ministries of Defence - Service of management of impact on hydrometeorological processes;

b) from system of the Ministry of Emergency Situations in maintaining the Cabinet of Ministers of the Republic of Uzbekistan - the Center of hydrometeorological service.

2. Assign to the Ministry of Emergency Situations of the Republic of Uzbekistan in addition tasks on:

realization of state policy in the field of ensuring fire safety;

to ensuring effective prevention and prevention of the fires, and also implementation of the state fire supervision of observance of requirements of fire safety;

the organizations of suppression of the fires, rescuing of people and property of the physical persons and legal entities which appeared in fire zone, and also protection of the surrounding environment against the fires.

3. Form in structure of the Ministry of Emergency Situations of the Republic of Uzbekistan within the available and transferred number of staff:

Head department of the organization of service of rescue forces and liquidation of emergency situations with assignment of tasks on it on coordination of activities and ensuring combat readiness of all rescue and fire fighting forces and means of the Ministry of Emergency Situations of the Republic of Uzbekistan;

Head department of organizational support and planning of the State system of the prevention and actions in emergency situations and civil protection, having determined its responsible for coordination of activities of the ministries, departments and public authorities on places by prevention of emergency situations;

Head department of the organization of the state fire supervision, having assigned to it powers on implementation of fire supervision and prevention, control of investigation verification and administrative practice, and also accomplishment of normative and technical work in the field of fire-proof regulation in construction;

Academy of the Ministry of Emergency Situations of the Republic of Uzbekistan based on the transferred Institute of fire safety, the Center of initial preparation and advanced training, and also Institute of civil protection of the Republic of Uzbekistan.

4. Create under Academy of the Ministry of Emergency Situations of the Republic of Uzbekistan the Specialized lyceum providing training of pupils for receipt in the highest educational institutions of the Ministry of Emergency Situations, law-enforcement and law enforcement agencies.

5. Determine that:

powers of the abolished Public service of fire safety of the Ministry of Internal Affairs, stipulated by the legislation for specially authorized body in the field of fire safety, are assigned to the Ministry of Emergency Situations of the Republic of Uzbekistan;

the deputy minister on emergency situations supervising preventive and supervising activities in the field of fire safety is the Chief state fire supervision inspector of the Republic of Uzbekistan according to the status.

6. Determine that:

since January 1, 2020 the certified staff of Head department of fire safety and Institute of fire safety transferred to system of the Ministry of Emergency Situations acquire the single status of the military personnel with preserving the operating salary sizes on the special ranks provided for the staff of law-enforcement bodies, and employees of professional fire divisions from among civil personnel - the status of the rescuer of the Ministry of Emergency Situations of the Republic of Uzbekistan;

since January 1, 2021 the certified employees transferred from Head department of fire safety and Institute of fire safety to system of the Ministry of Emergency Situations in questions of passing of active duty under the contract under the terms of providing with cash allowance, to procedures for ware, medical and consumer services, social privileges and pension guarantees are equated to the corresponding categories of the military personnel of the Ministry of Emergency Situations of the Republic of Uzbekistan.

7. To the Ministry of Emergency Situations of the Republic of Uzbekistan together with:

The Ministry of Internal Affairs to introduce the draft of the resolution of the President of the Republic of Uzbekistan providing organizational measures for further enhancement of activities of divisions for emergency situations to week time;

The ministry of the higher and secondary vocational education to introduce the draft of the resolution of the President of the Republic of Uzbekistan directed to radical enhancement of system of preparation, retraining and advanced training of personnel in the field of ensuring fire safety, the prevention and mitigation of consequences of emergency situations to two-month time;
