About measures for the effective organization of digitalization in health sector

For the purpose of digitalization of health sector and implementation of single complex of information systems, reducing excessive procedures in management process, improvement of quality of rendering services to the population, ensuring overall performance of health workers, and also the full-fledged program implementation of digital transformation accepted in this direction:

1. Approve the offer of the Ministry of Health on creation in case of establishment of the Ministry of Health of limited liability company "IT Med" (further - IT Med ") based on the state unitary enterprise "Centre razvitiya informatsionno-kommunikatsionnykh tekhnology" LLC.

Determine that LLC is legal successor by the rights, obligations and agreements, including international treaties, SUE Center of Development of Information and Communication Technologies.

2. Assign to LLC the following additional tasks on:

optimizations, rationalization, standardization and automation of processes in health care system and the organizations;

to development of technical and economic parameters, concepts, and also other project and preproject documentation of the projects realized in health sector, for development of information systems and financed by means of international financial institutions;

to implementation of policy and standards of information technologies and communications in the sphere of medicine and pharmaceutics;

to implementation and maintenance of single complex of the information systems "Electronic Health Care", and also ensuring their integration with information systems of other state bodies;

to development of business processes and IT reengineering in health care system and to implementation in practice of the international experience in this direction;

to attracting investors, business partners and services of outsourcing for accomplishment of objectives;

to implementation of single platform of the information system of health care (further - the Single platform) including the information systems and software products implemented for the purpose of expansion of scales of digitalization of the sphere of medicine.

At the same time to take into consideration that LLC independently resolves economic and financial issues.

5. Determine that:

since January 1, 2024 all medical and pharmaceutical organizations of the republic, including drugstore, are step by step connected to the Single platform without fail;

6. To the deputy minister of health care A. A. Azizov:

organize timely, complete and high-quality implementation of the Single platform in health care system, coordination of the projects realized with the responsible ministries, departments and the organizations, assessment of condition of the performed works, and also hearing of reports of heads and their deputies of health care system and others on regular basis;

involve investors in digitalization of system of the Ministry of Health;

till January 1, 2023 to develop and start the special programs and mobile applications allowing the population and users of system to receive interactive medical services.

Determine full and high-quality implementation of the tasks provided in this Item, one of the main criteria of efficiency of activities (KPI) of the deputy minister of health care A. A. Azizov.

8. Make changes to some resolutions of the President of the Republic of Uzbekistan according to appendix.

The changes made to some resolutions of the President of the Republic of Uzbekistan

1. In the resolution of the President of the Republic of Uzbekistan of December 7, 2018 No. PP-4055 "About measures for the organization of activities of the Ministry of Health of the Republic of Uzbekistan":
