About training of specialists taking into account requirements of the labor market

This Law determines legal, organizational and economic basis of interaction of state bodies, employers and organizations by training of specialists for labor market requirements satisfaction in competent specialists within national system of qualifications.
In this Law the following basic concepts are used:
1) organization on training of specialists - the state and non-state, joint and international educational organization performing process of professional training, advanced training and retraining, realizing one or several training programs;
2) the specialist - the person having professional education and having knowledge, abilities, professional skills of the theory and practice of the direction of the specialization, allowing it to conduct professional activity in certain sphere;
3) national system of qualifications - set of mechanisms of regulation of qualifications of labor power taking into account requirements of the labor market;
4) information system of the labor market - single window on the Internet where information on availability of work, choice of profession, opportunities of organizations on training of specialists on development of professional skills and other, internal and external labor markets necessary information is concentrated;
5) the standard of competence of each profession - the document which is determining the minimum normative competence requirements, necessary for specific profession, including requirements to professional and common cultural competence of the personality;
6) requirements of the labor market - demand of employers in labor power on certain categories of professions and types of occupations;
7) the qualifier of occupations of the Republic of Tajikistan - the regulating document providing distribution of occupations and professions in the Republic of Tajikistan on groups depending on level and the international coding;
8) the national qualifier of qualifications - the regulating document determining and regulating framework of qualifications taking into account requirements of the labor market;
9) educational and work practice - the type of educational activities aimed at the development, strengthening and enhancement of knowledge, abilities, skills and the relation of the certain work types studying in the course of accomplishment connected with future professional activity.
The legislation of the Republic of Tajikistan on training of specialists taking into account requirements of the labor market is based on the Constitution of the Republic of Tajikistan and consists of this Law, other regulatory legal acts of the Republic of Tajikistan, and also the international legal acts recognized by Tajikistan.
State policy in the field of training of specialists taking into account requirements of the labor market is directed to realization of the following measures:
1) creation of the legal basis for training of specialists for labor market requirements satisfaction;
2) assistance to creation and realization of mechanisms of regulation of system of training of specialists taking into account requirements of the labor market;
3) implementation of modern methodologies in system of training of specialists within national system of qualifications;
4) ensuring cooperation of subjects in training of specialists taking into account requirements of the labor market;
5) assistance of coordination of activities of subjects of cooperation in training of specialists for studying of real situation of the labor market;
6) detection of the current and perspective demands of the labor market in specialists according to forecasts of social and economic development of the Republic of Tajikistan, development of industries and regions;
7) creation of conditions for participation of employers in determination of requirements to qualifications, organizations of process of training of specialists and assessment of results of training at basis of standards of competence of each profession;
8) creation of effective system of professional informing and professional consultation for the purpose of encouragement of able-bodied population to labor activity on the specialties meeting requirements of the labor market;
9) creation of conditions for strengthening of personnel potential and expansion of the sphere of productive employment.
Training of specialists taking into account requirements of the labor market is based on the following principles:
1) availability of system of training of specialists taking into account requirements of the labor market;
2) ensuring forward development of system of training of specialists according to requirements of national system of qualifications;
3) ensuring transparency in receipt of qualifications;
4) priority of training of competent specialists in technical professions and developments of skills of use of information and communication technologies;
5) independence of assessment of competence;
6) harmonization of national system of training of specialists with the international standards and standards.
Subjects of cooperation in system of training of specialists taking into account requirements of the labor market are state bodies, employers and their associations, and also organizations on training of specialists.
To competence of the Government of the Republic of Tajikistan of system of training of specialists taking into account requirements of the labor market it is carried:
1) conducting state policy in system of training of specialists taking into account requirements of the labor market;
2) approval of the concept, strategy and state programs in system of training of specialists taking into account requirements of the labor market;
