About measures for rendering assistance to voluntary resettlement to the Russian Federation the compatriots living abroad

For the purpose of creation of additional terms for ensuring voluntary resettlement to the Russian Federation of the compatriots living abroad I decide:

1. Approve enclosed:

a) The state program on rendering assistance to voluntary resettlement to the Russian Federation the compatriots living abroad;

b) ceased to be valid.

2. Form the Interdepartmental commission on implementation of the State program on rendering assistance to voluntary resettlement to the Russian Federation of the compatriots living abroad.

3. Ceased to be valid according to the Presidential decree of the Russian Federation of 11.07.2013 No. 621.

4. The compatriots living abroad to provide to the chairman of the Interdepartmental commission on implementation of the State program on rendering assistance to voluntary resettlement to the Russian Federation in accordance with the established procedure the project of regulations on the Interdepartmental commission and offers on its structure in a month, having provided inclusion of representatives of federal bodies of the government in it, Administration of the President of the Russian Federation and the Russian Government Office.

5. Determine the coordinator of the State program on rendering assistance to voluntary resettlement to the Russian Federation the compatriots living abroad, the Ministry of Internal Affairs of the Russian Federation, having given to him authority on coordination of activities of federal executive bodies and executive bodies of subjects of the Russian Federation, and also on normative legal regulation in the established sphere.

6. To the government of the Russian Federation:

a) in a month:

approve the standard program of the subject of the Russian Federation for rendering assistance to voluntary resettlement to the Russian Federation of the compatriots living abroad; provide offers on introduction of amendments to acts of the President of the Russian Federation according to this Decree;

bring the acts into accord with this Decree;

b) when designing the federal budget for 2007 and the next years to provide in accordance with the established procedure funds for implementation of the State program on rendering assistance to voluntary resettlement in the Russian Federation the compatriots living abroad.

7. To submit to management officials (heads of the supreme executive bodies of the government) of subjects of the Russian Federation till January 1, 2007 to the Government of the Russian Federation for approval drafts of programs of appropriate subjects of the Russian Federation for rendering assistance to voluntary resettlement to the Russian Federation of the compatriots living abroad, except for management officials (heads of the supreme executive bodies of the government) of the Krasnoyarsk, Seaside and Khabarovsk regions, the Amur, Irkutsk, Kaliningrad, Kaluga, Lipetsk, Novosibirsk, Tambov, Tver and Tyumen regions, which drafts of the specified programs to provide till September 1, 2006.

8. To federal executive bodies:

a) provide implementation of the State program approved by Item 1 of this Decree within the competence;

b) perform interaction with executive bodies of subjects of the Russian Federation in case of accomplishment of the plan approved by Item 1 of this Decree.

9. This Decree becomes effective from the date of its official publication.

I. General provisions

5. The basic principles of rendering assistance to voluntary resettlement of compatriots to the Russian Federation are:

a) voluntariness of participation of compatriots in the State program;

b) financial security of the actions provided by the State program, combination of the irretrievable and returnable principles of social and economic support of participants of the State program (immigrants);
