Question of provision of compensation to some categories of consumers of electrical energy

For the purpose of implementation of the actions directed to prevention of spread of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and strengthening of social protection of separate categories of consumers of electrical energy the Cabinet of Ministers of Ukraine decides:

1. Enter provision of compensation on payment of the electrical energy consumed in the I quarter 2021 in connection with cancellation of the separate lowered rates to some categories of consumers (except those which receive housing subsidy):

the population which lives in the apartment houses (including in apartment houses of hotel type, apartments and hostels) equipped in accordance with the established procedure with electroheating installations (including in the rural zone) and as of December 31, 2020 had the right to the lowered rate;

the population which lives in the apartment houses which are not installed gas by natural gas and in which are absent or systems of centralized heat supply do not function (including in the rural zone), and as of December 31, 2020 had the right to the lowered rate;

large, foster homes and orphanages of family type.

2. Determine that provision of compensation specified in Item 1 of this resolution is performed at the expense of means of the government budget.

3. Approve the Procedure for use of means for compensation provision to some categories of consumers of electrical energy which is applied.

4. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

5. Determine that to large, foster homes and orphanages of family type the housing subsidy according to the legislation without the income of children is appointed.

6. To provide to Department of Energy and the Ministry of social policy within powers provision of methodical explanations on implementation of this resolution.

Procedure for use of means for compensation provision to some categories of consumers of electrical energy

1. This Procedure determines the mechanism of use of means of the government budget by the "Compensation in connection with Increase in Rates for Electrical Energy on Payment of Electrical Energy by the Population Which Lives in the Apartment Houses (including in Apartment Houses of Hotel Type, Apartments and Hostels) Equipped in Accordance with the Established Procedure with Electroheating Installations (including in the Rural Zone) by the Population Which Lives in the Apartment Houses Which Are Not Installed Gas by Natural Gas and in Which Are Absent or Systems of Centralized Heat Supply (including in the Rural Zone), and also Large, Foster Homes and Orphanages of Family Type Do Not Function" program (further - budgetary funds).

2. The main manager of budgetary funds is Minsotspolitiki.

3. Compensation is provided for covering of difference of cost of the consumed electrical energy which resulted from cancellation of the lowered rates and use of the fixed price for residential customers (except those, which receive housing subsidy) established since January 1, 2021, to such categories of consumers:

1) the population which lives in the apartment houses (including in apartment houses of hotel type, apartments and hostels) equipped in accordance with the established procedure with electroheating installations (including in the rural zone) and as of December 31, 2020 had the right to the lowered rate;

2) the population which lives in the apartment houses which are not installed gas by natural gas and in which are absent or systems of centralized heat supply do not function (including in the rural zone), and as of December 31, 2020 had the right to the lowered rate;

3) large, foster homes and orphanages of family type.

4. Compensation is provided by the direction of budgetary funds to suppliers of universal services with subsequent their transfer as partial payment for the electrical energy consumed in the I quarter 2021, on personal accounts of consumers.

The supplier of universal services shall inform the consumer on provision to him compensation by placement of the relevant information in the payment document (account) and in personal account of the consumer.

5. Suppliers of universal services not later than 2 numbers of months (February - April) 2021 send to Minsotspolitiki and NKREKP the register of the consumers of electrical energy last month specified in Item 3 presents of the Procedure for categories for determination of receivers of housing subsidies among them in the form established by Minsotspolitiki. Submission of the corresponding register is performed electronically.

Minsotspolitiki verifies information containing in registers with the data containing in the Unified state register of receivers of housing subsidies and to the 7th day of the specified months returns to suppliers of universal services and NKREKP registers in which the sign concerning consumers who are receivers of housing subsidies is put down.

6. Suppliers of universal services taking into account information obtained from Minsotspolitiki perfrom calculations of compensation amounts to consumers (except those which receive housing subsidies) and to the 10th represent to Minsotspolitiki and NKREKP of the request for money transfer for compensation to some categories of consumers of electrical energy in the form established by Minsotspolitiki.

Calculation of compensation is perfromed on the following algorithm:

on objects of the consumers specified in subitems 1 and 2 of Item 3 presents of the Procedure concerning which the corresponding lowered rates as of December 31, 2020 were effective calculation of cost of the actual amount of consumption within restrictions of 3000 kW • h in month, on reduced rates and on the fixed price established since January 1, 2021 is perfromed;

on objects of the consumers specified in the subitem 3 Items 3 presents of the Procedure calculation of cost of the actual amount of consumption for reduced rates and for the fixed price established since January 1, 2021 is perfromed;

during implementation of calculation for reduced rate and fixed price:

in the presence of accounting of electric power consumption on periods of time the corresponding tariff coefficients are applied;

the 30 percent discount which was provided as of December 31, 2020 for the population living in 30-kilometer zone of nuclear power plants is not applied.

7. NKREKP will organize and coordinates representation by suppliers of universal services of information in Minsotspolitiki according to Items 5 and 6 of this Procedure.
