About the State program on strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 in "Year of support of youth and strengthening of health of the population"

For the purpose of full support of youth and approval among the population of healthy lifestyle, growth in prosperity of the people and the solution of its daily problems due to achievement of high level of economic growth, and also ensuring timely strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 and the tasks determined in the President's letter of the Republic of Uzbekistan to Oliy Majlis of December 29, 2020:

1. Approve the State program prepared on the basis of results of open dialogue with the people on strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 in "Year of support of youth and strengthening of health of the population" (further - the State program) it agrees prilozheniyu*.

2. For the purpose of continuation of implementation of measures for support of subjects of entrepreneurship in the conditions of koronavirusny pandemic to extend the validity till December 31, 2021:

debt repayment on payment of the land tax and property tax of the subjects performing activities in the sphere of tourism, transport and public catering as of January 1, 2021;

suspensions of charge of penalty fee on debt on the property tax and the land tax to the business entities experiencing temporary difficulties as of December 31, 2020, and also requirements about non-use of the measures of recovery by enforcement of tax debt provided in the Presidential decree of the Republic of Uzbekistan of March 19, 2020 No. UP-5969;

the amounts of interest-free delay (payment by installments) of remaining balance of the property tax and the land tax as of December 31, 2020 provided by the President of the Republic of Uzbekistan to subjects of entrepreneurship in the period of koronavirusny pandemic;

the moratorium on carrying out tax audit of the small business entities which are timely paying taxes and other obligatory payments with step-by-step implementation of the risk analysis system when carrying out tax audit for reducing share of "shadow economy".

3. For the purpose of support of youth, enhancement of system of assistance to the students needing social protection, ensuring principle of social justice since 2021/2022 academic years:

a) implement grant of the President of the Republic of Uzbekistan for 200 young people who gained the maximum points at admission examinations in the highest educational institutions.

To the ministry of the higher and secondary vocational education together with the Ministry of Finance and the State center of testing till April 1, 2021 to develop procedure for implementation of grant of the President of the Republic of Uzbekistan and to create the unified electronic register providing open data on persons which gained points at admission examinations in the highest educational institutions;

b) implement practice of provision of the educational credit to families with two and more children studying in the highest educational institutions at contractual basis and returns of this credit by the student after the end of the period of training.

To the Ministry of Finance together with the Central bank in two-month time to take measures for implementation of this practice and ensuring allocation of target resources to commercial banks on the credits at the expense of means of the Government budget;

c) increase the number of state grants for the higher education by 25 percent and the number of state grants for girls from the needing families twice, and also to implement system of allocation of the state grant to private highest educational institutions on training of specialists.

And reducings poverty together with the interested ministries and departments to provide to the Ministry of Economic Development cardinal review of parameters of the state order on acceptance on training in 2021/2022 academic year;

d) establish the following procedure for provision of academic leave:

to the students who showed willingness to receive academic leave, training for the term of academic leave at their own desire is transferred to the correspondence and remote form (if in the highest educational institution such forms of education are had) with creation of possibility of receipt of life-long independent education;

the students who do not have opportunity to continue education in traditional form because of care of the sick family member are also granted the right of receipt of academic leave;

quantitative restrictions on provision of academic leave to students during training are cancelled;

practice of retraining of the students who came back from academic leave in earlier passable objects is cancelled.

To the ministry of the higher and secondary vocational education together with the State inspectorate for supervision of quality of education to introduce to the Cabinet of Ministers the draft of the resolution providing creation of the legal basis on the organization of independent in a month - the correspondence and distance training of the students who showed willingness to receive academic leave, and also in the directions of education by the external studies in the highest educational institutions;

e) since September 1, 2021 step by step to delegate to scientific councils of prestigious highest educational institutions powers on assignment of scientific degrees and scientific ranks.

The highest certifying commission under the Cabinet of Ministers together with the Ministry of innovative development, and also the Ministry of the higher and secondary vocational education to introduce the draft of the resolution of the President of the Republic of Uzbekistan on training with academic degree to three-months time and to further enhancement of system of public administration in the sphere of postgraduate education.

4. For the purpose of cardinal increase in efficiency of training of gifted specialists in prestigious foreign educational, scientific and other institutions by the professions demanded in the republic since April 1, 2021:

increase by 5 times number of the youth directed to study in magistracy and doctoral studies of prestigious foreign higher education institutions through Al Yurtas of Umida Fund;

implement training system according to educational programs of bachelor degree abroad at the expense of Al Yurtas of Umida Fund and provide in 2021 the direction of 100 young people abroad for education;

implement practice of carrying out on regular basis of candidate screen for all citizens of the Republic of Uzbekistan, irrespective of their place of employment and residence in the republic, according to educational programs of Al Yurtas of Umida Fund on the basis of open tender of grants;

implement procedure for carrying out tender of grants for training programs in bachelor degree, magistracy and doctoral studies on the basis of requests of prestigious foreign educational, scientific or other institutions about acceptance for study.

To Al Yurtas of Umida fund to take specific measures for cardinal enhancement of system of training of government employees and specialists abroad in a month.
