About approval of Technical requirements to the main technical means of system of operating-technical management of telecommunication networks

According to Item 8 parts one of article 15 of the Law of Ukraine "About telecommunications", the subitem 42 of item 4 of the Regulations on Administration of Public service of special communication and information protection of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of September 3, 2014 No. 411, for the purpose of ensuring steady functioning of system of operating-technical management of telecommunication networks of Ukraine of PRIKAZYVAYU:

1. Approve Technical requirements to the main technical means of system of operating-technical management of telecommunication networks which are applied.

2. To provide to development department of electronic communications of Administration of Public service of special communication and information protection of Ukraine submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

Technical requirements to the main technical means of system of operating-technical management of telecommunication networks

I. General provisions

1. These Technical requirements are developed according to the Law of Ukraine "About telecommunications".

2. Action of these Technical requirements extends to the National center of operating-technical management of networks of telecommunications (further - NTsU), operators of the telecommunications, special consumers determined by the Procedure for operating-technical management of telecommunication networks in the conditions of emergency situations, emergency and warlike situation approved by the resolution of the Cabinet of Ministers of Ukraine of June 29, 2004 No. 812 (further - special consumers), and subjects of managing which perform designing of components of system of operating-technical management of telecommunication networks.

3. The term "technical means of system of operating-technical management of telecommunication networks" which is used in these Technical requirements has the following value:

technical means of system of operating-technical management of telecommunication networks (further - the SOTU technical means) - the technical means of telecommunications which are part of system of operating-technical management of telecommunication networks and intended for operating-technical management of telecommunication networks in the conditions of emergency situations, emergency and warlike situation.

Other terms used in these Technical requirements are applied in the values given in the Laws of Ukraine "About telecommunications", "About the basic principles of ensuring cyber security of Ukraine", the Procedure for operating-technical management of telecommunication networks in the conditions of emergency situations, emergency and warlike situation approved by the resolution of the Cabinet of Ministers of Ukraine of June 29, 2004 No. 812, both other regulatory legal acts and regulating documents in the field of telecommunications.

4. In these Technical requirements the following reducings and designations are used:

APKM - the modeling hardware and software;

Automated workplace - the automated workplace;

DB - the database;

IAS - information-analytical system;

KSZI - end-to-end system of information protection;

CELL - system of operating-technical management of telecommunication networks.

5. Technical requirements are held for use during the designing, setup and operation of the SOTU technical means.

II. Main SOTU technical means and requirements to them

1. Treat the main SOTU technical means:

the IAS NTsU technical means intended for automation of processes of activities of NTsU;

the technical means intended for interaction of the centers (services, divisions) of operating-technical management of telecommunication networks of operators of telecommunications, the central executive bodies (except special consumers), the companies, organizations and the organizations (further - control centers networks) with IAS NTsU;

the technical means intended for interaction of divisions of operating-technical management of telecommunication networks / communication of special consumers (further - divisions of management of communication of special consumers) with SOTU;

the technical means intended for ensuring information protection in SOTU.

2. Technical means and the telecommunication terminal equipment of SOTU shall conform to requirements of regulating documents in the field of telecommunications, to be entered to the list of technical means which can be used on the telecommunication public service networks.

3. The electric equipment of SOTU shall conform to requirements of the Technical regulation of the low-voltage electric equipment approved by the resolution of the Cabinet of Ministers of Ukraine of December 16, 2015 No. 1067.

4. The SOTU technical means during operation shall be resistant to work in such climatic conditions:

normal climatic conditions: temperature (15-25) °C, relative humidity (20-80) %, atmospheric pressure (84-107) kPa;

limiting climatic conditions: temperature (5-40) °C, relative humidity (20-80) %, atmospheric pressure (84-107) kPa.
