About approval of the Management program radio-frequency range for 2021-2025 and the minimum values of cost of reference frequency blocks in case of exposure to the procedure of competitive selection

Based on Article 2 and Item b) parts (2) article 7 of the Law No. 241/2007 on electronic communications (repeated publication: The official monitor of the Republic of Moldova, 2017, Art. No. 399-410, 679), with subsequent changes, DECIDES: the Government

1. Approve:

1) the Management program radio-frequency range for 2021-2025, according to appendix No. 1;

2) the Minimum values of cost of reference frequency blocks in case of exposure to the procedure of competitive selection, according to appendix No. 2;

3) the Method of distribution of the redistributed blocks of frequencies in the reference range 2100 MHz and the size of the license fees in case of issue by direct provision to the existing holders of licenses provided by the Management program radio-frequency range for 2021-2025 according to appendix No. 3.

2. To the ministries and other bodies of the central public management, radio-frequency range, responsible for implementation of the Management program, for 2021-2025:

1) to take necessary measures for realization of provisions of the specified Program;

2) annually till January 20 to inform the Ministry of Economic Development and digitalizations on accomplishment of the specified Program.

3. To the Ministry of Economic Development and digitalization annually till March 1 to submit to the Government the report on accomplishment of the Management program radio-frequency range for 2021-2025.

4. To impose coordinating and control of execution of this resolution on the Ministry of Economic Development and digitalizations.

5. Recognize invalid:

1) the Order of the Government No. 583/1996 about the cost of the license for cellular communication of GSM in the Republic of Moldova (The official monitor of the Republic of Moldova, 1996, No. 77, the Art. 624);

2) the Order of the Government No. 598/2004 about collection for issue of the individual license on provision of services of the long distance and (or) international fixed telephone communication (The official monitor of the Republic of Moldova, 2004, Art. No. 91-95, 745);

3) the Order of the Government No. 658/2006 about use of strip of the frequencies of 450 MHz for services of mobile telephony in the CDMA standard and establishment of payment for licensing (The official monitor of the Republic of Moldova, 2006, Art. No. 91-94, 697);

4) the Order of the Government No. 660/2008 about implementation of mobile cellular communication of the third generation (3G) (The official monitor of the Republic of Moldova, 2008, No. 102, the Art. 660);

5) the Order of the Government No. 365/2012 about development of public networks and services of electronic communications of broadband radio access (The official monitor of the Republic of Moldova, 2012, Art. No. 113-118, 403);

6) the Order of the Government No. 316/2015 about modification of appendix No. 1 to the Order of the Government No. 116 of February 11, 2013 and establishment of the minimum values of the license fees for exposure to tender of free radio-frequency resources from strips of the frequencies of 800 MHz, 900 MHz, 2100 MHz, 2600 MHz, 3400-3600 MHz and 3600-3800 MHz (The official monitor of the Republic of Moldova, 2015, Art.
