1. These rules determine procedure for establishment of standard rates of consumption of utilities (cold and hot water supply, water disposal, electric utility service, gas supply, heating), standard rates of consumption of municipal resources for the purpose of content of common property in the apartment house and requirements to their forming.

2. In these rules the following basic concepts are used:

"climatic conditions" - the indicators used for determination of standard rates of consumption of utilities (average temperature of external air for the heating period, the settlement temperature of external air for the purpose of heating designing, duration of the heating period);

"design and technical data of the apartment house or apartment house" - the indicators influencing amount (quantity) of consumption of municipal resources (material of walls, roofs, number of storeys and other characteristics of the apartment house or apartment house);

"the standard rate of consumption of utility" - the quantitative index of amount of consumption of municipal resource determined according to these rules applied to calculation of the amount of payment for the utility provided to the consumer in the residential or non-residential premise in the cases provided by the these rules and Rules of provision of utilities to owners and users of rooms in apartment houses and apartment houses approved by the order of the Government of the Russian Federation of May 6, 2011 N 354 "About provision of utilities to owners and users of rooms in apartment houses and apartment houses" (further - Rules of provision of utilities);

"the standard rate of consumption of utility in case of use of the parcel of land and outdoor constructions" - the standard rate of consumption applied to calculation of the amount of payment for the utility provided when using the parcel of land and the outdoor constructions located on it;

"normative technological losses" - technically inevitable and reasonable losses of municipal resources in intra house engineering systems of the apartment house;

"extent of improvement of the apartment house or apartment house" - the quality characteristic of the apartment house or apartment house determined by availability and structure of the intra house engineering systems providing provision to consumers of utilities of those types which can be provided with use of such intra house engineering systems, and the intra room equipment.

c) concerning gas supply (in case of gas consumption on needs of heating) - material of walls, roofs, amount of premises, the square of the protecting designs and windows, depreciation of intra house engineering systems;

d) concerning gas supply (in case of gas consumption for cooking and (or) heating of water) - depreciation of intra house engineering systems;

e) concerning heating - material of walls, roofs, amount of premises, the square of the protecting designs and windows, depreciation of intra house engineering systems;
