1. Approve enclosed:

Regulations on licensing of activities for transportations by railway transport of passengers;

Regulations on licensing of activities for transportations by railway transport of dangerous goods;

Regulations on licensing of handling activities in relation to dangerous goods on rail transport;

2. Recognize invalid:

the order of the Government of the Russian Federation of March 21, 2012 No. 221 "About licensing of separate types of activity on rail transport" (The Russian Federation Code, 2012, No. 14, the Art. 1629);

Regulations on licensing of activities for transportations by railway transport of passengers

1. This Provision establishes procedure for licensing of the activities for transportations by railway transport of passengers performed by legal entities and individual entrepreneurs.

2. Licensing of activities for transportations by railway transport of passengers (further - the licensed activities) is performed by Federal Service for the Oversight of Transport (its territorial authorities) (further - the licensing body).

3. The following works (services) in transportations by railway transport of passengers are part of the licensed activities:

a) transportations of passengers in the suburban message;

b) transportations of passengers in distant following by passenger trains;

c) transportations of passengers in distant following by fast trains;

d) transportations of passengers in distant following by high-speed trains;

e) transportations in distant following by high-speed trains.

4. The licensed requirements imposed to the license applicant (licensee) are:

a) availability at the license applicant (licensee) in property or on other legal cause providing right of possession and right to use, the railway rolling stock intended for transportation of passengers, conforming to requirements, the stipulated in Article 17 Federal Laws "About Rail Transport in the Russian Federation";

b) availability in structure of the license applicant (licensee) of specialized division on liquidation of emergency situations or the relevant agreement with the third specialized parties, the stipulated in Article 24 Federal Laws "About Rail Transport in the Russian Federation";

c) availability in staff of the license applicant (licensee) the worker responsible for the organization of transportations of passengers having the higher or secondary vocational professional education and length of service in the field of implementation of the licensed activities at least 3 years over the last 10 years of labor activity;

d) availability in staff of the license applicant (licensee) worker responsible for safety of movement and operation of railway rolling stock, accounting of transport incidents and providing their analysis, including origins;

e) availability at the license applicant (licensee) of the workers providing transportation of the passengers whose activities are connected with train service meeting the conforming qualification requirements, certified in accordance with the established procedure and undergoing advanced training on required specialization at least once in 5 years.

5. For receipt of the license the license applicant represents to the licensing body in electronic form with use of the federal state information system "Single Portal of the State and Municipal Services (Functions)" the statement for provision of the license signed by the strengthened qualified digital signature or the strengthened unqualified digital signature which certificate of key of check is created and is used in the infrastructure providing information and technology interaction of the information systems used for provision of the state and municipal services electronically in the procedure established by the Government of the Russian Federation or the simple digital signature which key is received according to Rules of use of the simple digital signature when rendering the state and municipal services approved by the order of the Government of the Russian Federation of January 25, 2013 No. 33 "About use of the simple digital signature when rendering the state and municipal services" in which details are specified:

a) the documents confirming availability at the license applicant on the property right or on other legal cause of the railway rolling stock conforming to the established requirements, intended for transportations of passengers depending on work type (services), stipulated in Item 3 this provision. At the same time details of the lease agreement of the vehicle with crew are represented with application of the list of numbers of the railway rolling stock intended for transportation of passengers, and specifying of data on structure of the crew assigned to the vehicle and its qualifications;

b) the order of the license applicant on the organization of specialized division for liquidation of emergency situations or the relevant agreement with the third specialized parties;

c) order of the license applicant on appointment of the worker responsible for the organization of transportations of passengers;

d) education documents, qualification and length of service on the corresponding specialty of the worker at the license applicant responsible for the organization of transportations of passengers;

e) the documents confirming availability in staff of the license applicant of the workers providing transportation of passengers and connected with train service and also passing by them of advanced training and certification in accordance with the established procedure;
