RESOLUTION OF THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN

About measures for cardinal enhancement of system of assessment of qualifications and providing the labor market with qualified personnel

For the purpose of creation of conditions for full development of human capital in the country, improvement of quality of the higher and professional education, training of general population in demanded professions taking into account tendencies of market development of work, implementation of qualitatively new system of training of qualified personnel, and also according to the Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:

1. Agree with the offer of the Ministry of employment and employment relationships, the Ministry of Economic Development and reducing poverty, Chamber of Commerce and Industry, the Uzstandart Agency, large enterprises and associations on enhancement of the Qualifier of the main positions of employees and professions of workers (further - the Qualifier) providing:

cancellation of requirements to the minimum level of education with establishment of requirements to qualification level on each position and profession according to framework of qualifications;

reduction of positions and professions in compliance with the International standard qualifier of occupations (MSKZ - 2008);

determination of the range of job grades for professions of workers.

To the ministry of employment and employment relationships (N. B. Khusanov) together with the interested ministries and departments in two-month time to develop the Qualifier in the new edition and to register it in the Uzstandart Agency in the form of state standard of Uzbekistan.

2. Approve the Scheme of achievement of qualification levels providing flexibility and variety of ways of achievement of the qualification levels corresponding to the professions demanded in the labor market according to appendix No. 1.

3. Determine that:

requirements to the education level and qualification are determined by each position and profession specified in the Qualifier by employers independently proceeding from the qualification level corresponding to position (profession) according to the Scheme of achievement of qualification levels;

in case of determination of qualification level of each worker not only the education got by it, but also working experience, competences, and also personal and business qualities are considered;

in case of determination of compensation of workers their qualification level is considered.

4. Form Council for development of professional qualifications and competences (further - Council), accountable to the President of the Republic of Uzbekistan and the Cabinet of Ministers, and also territorial councils on development of professional qualifications and competences under Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent (further - territorial councils), having assigned to them the following tasks:

enhancement of monitoring system, assessment and strategic planning of the labor market, including its vocational structure, satisfaction of the current and perspective demands in qualified personnel taking into account digitalization of economy and development of new progressive technologies;

organization of development and updating of professional standards, industry framework of qualification and qualification requirements;

ensuring recognition of national system of assessment of qualifications and competences at the international level;

ensuring flexibility, succession and continuity of development of professional qualifications and competences;

implementation of flexible, transparent and objective mechanisms of recognition, validation and accreditation (certification) of qualifications and competences proceeding not only from the got education, but also working experience, skills, and also personal and business qualities of workers;

improvement of quality of education by strengthening of agreement of requirements of employers and contents of educational programs.

5. Approve:

Structure of Council for development of professional qualifications and competences, and also Standard structure of territorial councils on development of professional qualifications and competences under Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent according to appendices No. No. 2 and 2a;

The list of the formed industry councils on development of professional qualifications and competences (further - industry councils), and also the ministries, departments, responsible for the organization of their activities, the educational and scientific organizations according to appendix No. 3.

Provide to the Ministry of employment and employment relationships the right to modification of the list of industry councils on the basis of offers of the relevant ministries and departments in coordination with Administration of the President of the Republic of Uzbekistan.

6. Assign the following tasks to industry councils:

identification of tendencies and the need of industries for qualification and competences on the basis of work market monitoring;

development, implementation and enhancement of industry qualification framework;

coordination of activities for development and deployment of professional standards;

forming of system of recognition, validation and accreditation (certification) of results of informal and informalny education, including the organization of activities of assessment centers of qualifications;

organization of works on professional orientation of youth, development professiogramm and information materials;

preparation of offers on enhancement of the Qualifier and setting standards of compensation proceeding from industry qualification framework and professional standards.

Determine that:

in the responsible ministries and departments within their general number of staff the position of the secretary of industry council equated under the terms of compensation to the chief of independent department is entered;

the profile research and educational organizations, the large industry enterprises, divisions for work with personnel can act as standing working body of industry councils;

working bodies in coordination with industry councils have the right to create working expert groups depending on features of the developed professional standards and other documents;

the monetary reward at the expense of means of the ministries and departments responsible for the organization of activities of industry councils can be paid to the workers and experts involved to activities of working expert groups.

7. To the ministry of employment and employment relationships (N. B. Khusanov):

together with industry and territorial councils quarterly to carry out discussions of results of activities for implementation of system estimates of qualifications with submission of reports to the President of the Republic of Uzbekistan and in the Cabinet of Ministers;

in a month to develop and approve the Schedule of review by industry councils of industry wage rate books of positions of employees and professions of workers in 2021-2022.

Provide to the Ministry of employment and employment relationships the right:

make changes and additions to prototype of the professional standard taking into account proposals of participants of system of qualifications and the advanced foreign practice;

make offers on responsibility of officials of the ministries and departments which are not carrying out the tasks assigned to them as participants of system of qualifications;

determine the qualification level of applicants in the presence at them the education which is not provided in the Scheme of achievement of qualification levels.

8. Transform Republican scientific center of employment and labor protection under the Ministry of employment and employment relationships to Institute of researches of the labor market under the Ministry of employment and employment relationships (further - Institute of work) with assignment of functions of working body of Council on it.

Determine the main objectives of Institute of work implementation of scientific applied researches and developments by such directions as employment assistance, development of employment relationships, enhancement of the labor market, labor protection, system of qualifications and professional standards, and also labor migration.

9. Create in structure of Institute of the work Center of Regulation of Work, responsible for:

implementation of applied projects in the sphere of development of regulations and standard rates of work, including on the basis of orders of the industry companies;

development of offers on planning and optimization of organizational structure and number of personnel of the organizations;

enhancement of the technical regulations regulating labor activity;

development of the qualification characteristic of professions.

10. Determine that:

a) Institute of work:

performs methodical, organizational and information maintenance of activities of industry councils, including regarding development and deployment in practice of professional standards;

will organize forming, maintaining, enhancement of the register and other information resources of system of qualifications;

has the right to involvement of specialists from the ministries and departments, the educational organizations, scientific and other institutions, and also the state companies to accomplishment of the assigned tasks;

b) the director of Institute of work is appointed to position by the decision of the Cabinet of Ministers, his deputies - the order of the minister of employment and employment relationships in coordination with the Cabinet of Ministers;

c) the head of the Center of regulation of work at the same time is deputy director of Institute of work;

d) sources of financing of activities of Institute of work, including the Center of regulation of work, means of the State fund of assistance of employment, the income from self-supporting activities, means of grants of the international, foreign and domestic organizations, and also other sources which are not forbidden by the legislation are.

Permit the Ministry of employment and employment relationships to involve at Institute of work of foreign specialists, including compatriots abroad, on contractual basis with compensation at the expense of the State fund of assistance of employment.

11. To the ministry of employment and employment relationships (N. B. Khusanov) together with the Ministry of development of information technologies and communications (Sh. M. Sadikov) and industry councils till April 1, 2021 to develop and start the Single open portal of the professional profstandart.uz standards (further - the profstandart.uz portal) giving opportunities:

open entry to the register of professional standards and current versions of their texts;

initiation by employers and specialists of modification and amendments in professional standards;

carrying out with involvement of representatives of the interested ministries and departments of discussions of topical issues of development new and enhancement of the existing professional standards by the principle "open area" in real time, increases in system effectiveness of assessment of qualifications.

Determine that financing of works on creation and further support of the profstandart.uz portal is made at the expense of means of the State fund of assistance of employment.

12. For the purpose of ensuring system interrelation of education and work practice to establish procedure according to which:

a) since 2021/2022 academic years:
