Question of financing of the actions connected with vaccination of the population against sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus

According to part seven of Article 20 of the Budget code of Ukraine, article 14 of the Law of Ukraine "About the Government budget of Ukraine for 2021" and to Item "About public purchases" the Cabinet of Ministers of Ukraine decides 19 parts five of article 3 of the Law of Ukraine:

1. Approve such which are applied:

Procedure for use of the means provided in the government budget for performing vaccination of the population against sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus;

the list of the medicines and medical products which are purchased for vaccination of the population against sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus.

2. Determine that:

1) the means received in special fund of the government budget at the expense of the sources determined by Item 9 of article 12 of the Law of Ukraine "About the Government budget of Ukraine for 2021" go in 2021 in the amount of 1376695 thousand hryvnias to the Ministry of Health for implementation of the actions connected with vaccination of the population by establishment on special funds of the government budget of amount of expenses of consumption for the program of the Ministry of Health 2301270 "Performing vaccination of the population against sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus" by balance, which was formed according to the program 2301230 "Ensuring readiness and response measures of system of public health care on the outbreaks of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and providing with individual protection equipment of employees of organizations of the emergency medical care and healthcare institutions of the first wave for hospitalization of patients with sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus at the expense of the funds allocated from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences" as of January 1, 2021;

2) the specialized organization which conducts procurement of vaccine against sharp respiratory disease of COVID-19, of SARS-CoV-2, of medicines and medical products caused by coronavirus for vaccination of the population against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus is Kraun Edzhents Limited (CROWN AGENTS LIMITED);

3) action of the Procurement procedure of medicines, medical products with involvement of the specialized organizations conducting procurement, the Cabinet of Ministers of Ukraine approved by the resolution of May 27, 2020 No. 538 "About introduction of amendments to resolutions of the Cabinet of Ministers of Ukraine of July 22, 2015 No. 622 and of September 5, 2018 No. 707" (The Official Bulletin of Ukraine, 2020, No. 54, the Art. 1658), does not extend to purchase of vaccine against sharp respiratory disease of COVID-19, of SARS-CoV-2, of medicines and medical products caused by coronavirus for vaccination of the population against sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus.

3. Provide:

To the Ministry of Health - coordination of the direction of the expenses provided by the subitem 1 of Item 2 of this resolution with Committee of the Verkhovna Rada of Ukraine concerning the budget;

To the Ministry of Finance - after the specified coordination entering of corresponding changes into list of the government budget.

Procedure for use of the means provided in the government budget for performing vaccination of the population against sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus

1. This Procedure determines the mechanism of use of the means provided to the Ministry of Health in the government budget on general and special funds according to the program 2301270 "Performing vaccination of the population against sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus" (further - budgetary funds).

2. The main manager of budgetary funds and the executive in charge of the budget program is the Ministry of Health.

3. Budgetary funds are allocated on:

1) purchase of vaccine against sharp respiratory disease of COVID-19, of SARS-CoV-2, of medicines and medical products caused by coronavirus for vaccination of the population against sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus;

2) purchase of the goods and services connected with their purchase, provided by the specialized organization which conducts procurement;

3) purchase of the services connected with deliveries within the measures necessary for performing vaccination of the population against sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus;

4) payment of banking services;

5) acquisition of services of the specialized organization and the services connected with deliveries of vaccine against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus which is bought for borrowing facilities within the joint "Development Program of Municipal Infrastructure of Ukraine" project with the European Investment Bank;

6) payment of the banking services connected with implementation of the joint "Development Program of Municipal Infrastructure of Ukraine" project with the European Investment Bank for purchase of vaccine against sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus.

4. Purchase of vaccine against sharp respiratory disease of COVID-19, of SARS-CoV-2, of medicines and medical products caused by coronavirus for vaccination of the population against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus is performed under the agreement with the specialized organization which conducts procurement.

5. Purchase of such goods and services is performed according to the rules and procedures established by the specialized organization which conducts procurement, taking into account this Procedure.
