About approval of the Regulations on arrangement of checkpoints of entrance on temporarily occupied territories in the Donetsk and Luhansk regions, temporarily occupied territory of the Autonomous Republic of Crimea and Sevastopol and departure from them

Cabinet of Ministers of Ukraine decides:

1. Approve Regulations on arrangement of checkpoints of entrance on temporarily occupied territories in the Donetsk and Luhansk regions, temporarily occupied territory of the Autonomous Republic of Crimea and Sevastopol and departure from them which is applied.

2. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

3. This resolution becomes effective from the date of its publication, except subitems 3 and 18 of Item of 1 changes approved by this resolution which become effective in one month from the date of publication of this resolution.

Regulations on arrangement of checkpoints of entrance on temporarily occupied territories in the Donetsk and Luhansk regions, temporarily occupied territory of the Autonomous Republic of Crimea and Sevastopol and departure from them

1. This Provision determines the main requirements to arrangement of checkpoints of entrance departure for the automobile and/or pedestrian communication with temporarily occupied territories in the Donetsk and Luhansk regions, temporarily occupied territory of the Autonomous Republic of Crimea and Sevastopol (further - temporarily occupied territories).

2. The terms used in this Provision have such value:

the checkpoint of entrance on temporarily occupied territories in the Donetsk and Luhansk regions, temporarily occupied territory of the Autonomous Republic of Crimea and Sevastopol and departure from them (further - the checkpoint of entrance departure) - temporary object which consists of the regime and service zones located on specially certain parcels of land with complex of buildings, constructions (including special, engineering, fortification and so forth) and technical means where actions of control of entrance departure of persons, vehicles, goods, freights and other property moved on temporarily occupied territories and from such territories are performed (further - control measures) and also services of mail service and other services are provided social, bank, administrative, to the population (further - services), and objects of field service;

regime zone of the checkpoint of entrance departure - specially certain territory of the checkpoint of entrance departure with complex of buildings, constructions and technical means for the organization of work of state bodies for ensuring holding actions of control;

service zone of the checkpoint of entrance departure - specially certain territory of the checkpoint of entrance departure with complex of buildings, constructions and technical means for rendering services;

object of field service - the object intended for provision of additional services within functioning of service zone of the checkpoint of entrance departure which is located beyond its limits;

additional services are any kinds of services which are not forbidden in the territory of Ukraine;

the territory, adjacent to the checkpoint of entrance departure, - the territory outside regime and service zone of the checkpoint of entrance departure, object of field service in radius no more than 50 meters from them or to the carriageway of the highway, if distance to it less than 50 meters.

3. The regime zone of the checkpoint of entrance departure is equipped with shoddy modular constructions on the basis of collapsible designs with the corresponding protection against defeat by small arms.

In the territory of regime zone of the checkpoint of entrance departure take place:

administrative and office construction - the construction divided into zones of rooms for the organization of work of officials of State frontier service, the SSU, GNS, State Customs Service, National police, Minreintegration including the room for persons expecting the decision according to the omission for the detained persons, the person on duty of information and telecommunication systems, server, storage facilities;

the pavilion for holding actions of control of entrance departure of persons which move without vehicle, - the squared construction divided into zones of rooms for the organization of work of State frontier service, GNS, State Customs Service, the SSU concerning ensuring holding actions of control;

the pavilion of open type or canopy for holding actions of control of entrance departure of persons which move by means of vehicles (if necessary), - the construction differentiated on zones for the temporary parking of vehicles for the organization of work of State frontier service, GNS, State Customs Service, the SSU concerning ensuring holding actions of control;

the pavilion or canopy of profound survey of vehicles (if necessary) - the squared construction differentiated on zones for the temporary parking of vehicles, equipped with specialized viewing holes and other technical means for the organization of work on ensuring holding actions of control;

canopy of the pedestrian zone - metal design in the form of the roof located on support;

barrier of the pedestrian zone - the mesh fence which is put up for creation of pedestrian corridor for the purpose of ensuring organized movement of citizens on the territory of regime zone;

barriers on entrance to regime zone of the checkpoint of entrance departure and departure from it;

the pavilion of hour barriers on entrance to regime zone of the checkpoint of entrance departure and departure from it;

the platform with scales for dynamic weighing of vehicles with premises of operator (if necessary);

the platform of scanning of vehicles with premises of operator for carrying out radiological control (if necessary);

toilet modules on 8 - 16 people with possibility of access of persons to them with disability and other handicapped national groups;

the open-air cage for content of guard dogs.

The regime zone of the checkpoint of entrance departure is equipped with electronic information stands, the warning signs and explanatory plates in state language and one of six official languages of the United Nations.

The territory of regime zone shall be protected with mesh fence and concrete blocks, and also is equipped with the security alarm system on perimeter, system of video surveillance for control of movement of persons, vehicles, goods, freights and other property moved on temporarily occupied territories and from such territories.
