About measures for ensuring execution of the Law of the Republic of Uzbekistan "About the Government budget of the Republic of Uzbekistan for 2021"

For the purpose of ensuring execution of the Law of the Republic of Uzbekistan "About the Government budget of the Republic of Uzbekistan for 2021":

1. Establish since February 1, 2021 the amount of one-time financial support to the needing families in the Republic of Karakalpakstan and the Khorezm region - from 434 000 sum to 1 085 000 sum.

2. Approve the extreme sizes of budgetary appropriations for managers of budgetary funds of the second level for 2021 according to appendix No. 2.

3. To the State Tax Committee, the State Customs Committee, the Ministry of Finance, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent to take all necessary measures for accomplishment of the forecast of the income of the Government budget of the Republic of Uzbekistan for 2021 given in appendix No. 3 to this resolution.

4. Determine that since January 1, 2021 receipts from the social tax are distributed:

a) on state-financed organizations:

in the off-budget Pension fund - percent 99,2;

in the State fund of assistance of employment - percent 0,4;

in the Federation Council of labor unions of Uzbekistan - percent 0,4;

b) on other payers:

in the off-budget Pension fund - percent 98,4;

in the State fund of assistance of employment - percent 0,8;

in the Federation Council of labor unions of Uzbekistan - percent 0,8.

5. Approve the List of large taxpayers from whom income tax goes to the republican budget of the Republic of Uzbekistan in full, according to appendix No. 4.

6. Leave in the republican budget of the Republic of Karakalpakstan, regional budgets of areas and the city budget of the city of Tashkent part from overfulfillment of the forecast of the income in full on the following types of tax:

to income tax;

to the value added tax (except for the value added tax paid by the large taxpayers specified in appendix No. 4 to this resolution);

to the income tax (except for the income tax paid by the large taxpayers specified in appendix No. 4 to this resolution, the nonresidents of the Republic of Uzbekistan performing activities in the Republic of Uzbekistan through permanent organizations and also from the income of the nonresidents withheld at payment source).

At the same time when calculating of the exceeded part of the forecast of the income for types of tax receipts (except for the taxes paid by the large taxpayers specified in appendix No. 4 to this resolution) from large taxpayers are considered.

Grant to the Ministry of Finance the right to redistribution of the forecast of tax incomes to value added by regions within the approved indicators proceeding from the change in price (rates) and acts of the legislation.

Determine that transfer of part from overfulfillment of the forecast of the income from the republican budget of the Republic of Uzbekistan in the republican budget of the Republic of Karakalpakstan, regional budgets of areas and the city budget of the city of Tashkent following the results of the 4th quarter 2020 is made in January, 2021 and is displayed in reports for 2020.

7. Keep the amount of collection for the jewelry realized in retail trade from gold in the amount of 1 000 (one thousand) sum for 1 gram.

8. Determine that in 2021 in the cases determined by the State Tax Committee for delay of submission of tax statements no more than five days the penalty is not imposed on taxpayers.

9. Cancel since January 1, 2021 for all business entities procedure for obligatory annual reassessment of fixed assets, for microfirms and small enterprises - three-year.

10. Approve rates since January 1, 2021:

tax for use of natural resources for GP "Navoiy Mining and Smelting Plant" and JSC Almalyk Mining and Smelting Plant in the amount of 15 percent on gold, palladium, silver and copper;

the income tax for GP "Navoiy Mining and Smelting Plant" and JSC Almalyk Mining and Smelting Plant proceeding from profitability level according to appendix No. 5.

11. Approve minimum admissible sizes of turnover cash of the republican budget of the Republic of Uzbekistan, the budget of the Republic of Karakalpakstan, local budgets of areas and the city of Tashkent for 2021 according to appendix No. 6.

12. Approve the indicators of efficiency of activities connected with use of budgetary funds by the Ministry of national education, the Ministry of Health, the Ministry of water economy and Committee on highways under the Ministry of transport according to appendix No. 7 to this resolution.

To the ministry of national education, the Ministry of Health, the Ministry of water economy and Committee on highways under the Ministry of transport:

provide execution and conduct monitoring of the indicators of efficiency provided in appendix No. 7 to this resolution;

introduce in the Ministry of Finance performance reports of the indicators of efficiency provided in appendix No. 7 to this resolution to the 20th day of the first month following reporting quarter for forming and the subsequent submission to Legislative house of Oliy Majlis.

Determine that assessment of execution of the indicators of efficiency provided in appendix No. 7 to this resolution is carried out by services of internal audit of the ministries and departments.

To the Ministry of Finance when forming the draft of the government budget for 2022 to involve the international experts and to implement system of target planning with establishment of indicators of efficiency of budgeted expenses of all ministries and departments and display in the Budget message for 2022.

To the ministries and departments in a month for the purpose of carrying out the analysis of results of efficiency of development programs in structure of the central offices within the established established posts to create services of internal audit.

13. To Audit Chamber and the Ministry of Finance to establish strict control of execution of the indicators of efficiency provided in appendix No. 7 to this resolution.

14. To the Ministry of Agriculture together with the Agency according to the inventory, Scientific design institute of Uzdaverloyikh, the State Tax Committee and the State committee according to the statistics till April 1, 2021 to bring to legal entities, the having earth of agricultural purpose, including Dehkan farms, normative cost for the taxation of lands.

15. To the Ministry of Finance:

a) till April 1, 2021 to develop and approve:

jointly with Audit Chamber and anti-corruption Agency procedure for placement of information on official websites for the purpose of ensuring openness of the budget process;

updated procedure for creation and execution of the State Budget of the Republic of Uzbekistan on the basis of changes and additions made to some legal acts of the Republic of Uzbekistan in connection with enhancement of the budget process;

b) till July 1, 2021 to develop and approve procedure for creation, approval and representation of expense budgets on means of the state trust funds, and also performance reports of budgets of data of funds.

16. Abolish since January 1, 2021 Anti-recessionary fund under the Ministry of Finance, provide transfer in the republican budget of the Republic of Uzbekistan of undeveloped part of the funds allocated on account of fund and also balance of this fund for the end of the current year.

Determine that in 2021 actions for counteraction to spread of koronavirusny infection are financed within expenses of the republican budget of the Republic of Uzbekistan on counteraction of koronavirusny pandemic and purchase of vaccine.

21. Apply for a period of up to December 31, 2021 zero rate of customs duty when importing to the territory of the Republic of Uzbekistan of the goods (except for white and other sugar) provided in appendix No. 1 to the Presidential decree of the Republic of Uzbekistan of April 3, 2020 No. UP-5978 "About Additional Measures of Support of the Population, Industries of Economy and Subjects of Entrepreneurship in the period of Koronavirusny Pandemic".

22. To the Ministry of Finance together with the Ministry of physical culture and sport and the Ministry of Internal Affairs to introduce to the Cabinet of Ministers the bill providing release since January 1, 2021 from the tax discharge on the income of physical persons, money payments in the form of bonuses and the rewards earned owing to participation in programs, determined by decisions of the President of the Republic of Uzbekistan or the Cabinet of Ministers in a month.

23. Permit the State Tax Committee to cover the expenses connected with holding in 2021 prize-winning games based on checks online of the cash registers provided by the Presidential decree of the Republic of Uzbekistan of October 30, 2020 No. UP-6098 "About Organizational Measures for Reducing Shadow Economy and Increase in Efficiency of Activities of Tax Authorities" within the funds allocated to this committee for 2021.

24. Make changes and additions to some decisions of the President of the Republic of Uzbekistan and the government of the Republic of Uzbekistan according to appendix No. 8.

25. Recognize voided since January 1, 2021 some decisions of the President of the Republic of Uzbekistan and the government of the Republic of Uzbekistan according to appendix No. 9.

26. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the deputy prime minister of the Republic of Uzbekistan D. A. Kuchkarov.
