Article 1. The main characteristics of the budget of Federal Compulsory Health Insurance Fund for 2021 and for planning period of 2022 and 2023

1) the predicted total amount of budget receipts of Fund in the amount 2 533 798 499, 2 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 293 073 261, of 9 thousand rubles;

2) the total amount of expenses of the budget of Fund in the amount 2 545 373 244, 5 thousand rubles;

3) amount of budget deficit of Fund in the amount 11 574 745, 3 thousand rubles.

2. Approve the main characteristics of the budget of Fund for planning period of 2022 and 2023:

1) the predicted total amount of budget receipts of Fund for 2022 in the amount 2 656 525 144, 4 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 293 512 384, of 3 thousand rubles and for 2023 in the amount 2 798 770 963, 5 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 295 496 867, by 1 thousand rubles;

2) the total amount of expenses of the budget of Fund for 2022 in the amount 2 657 988 131, 3 thousand rubles and for 2023 in the amount 2 798 771 437, 4 thousand rubles;

3) amount of budget deficit of Fund for 2022 in the amount 1 462 986, 9 thousand rubles and for 2023 in the amount 473, 9 thousand rubles.

Article 2. Chief managers of budget receipts of Fund, chief managers of sources of financing of budget deficit of Fund

1. Approve the list of chief managers of budget receipts of Fund according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of sources of financing of budget deficit of Fund according to appendix 2 to this Federal Law.

3. Determine that in case of change in 2021 of structure and (or) functions of chief managers of budget receipts of Fund or chief managers of sources of financing of budget deficit of Fund, and also change of the principles of appointment and assignment of structure of codes of classification of the income of budgets and classification of sources of financing of deficits of budgets corresponding changes are reflected in the performance report of the budget of Fund for 2021 based on regulatory legal act of the Ministry of Finance of the Russian Federation.

Article 3. Sources of internal financing of budget deficit of Fund

Approve sources of internal financing of budget deficit of Fund for 2021 and for planning period of 2022 and 2023 according to appendix 3 to this Federal Law.

Article 4. Budgetary appropriations of the budget of Fund for 2021 and for planning period of 2022 and 2023

Approve distribution of budgetary appropriations of the budget of Fund for Sections, subsections, target Articles and groups of expense types of classification of budgets expenses:

1) for 2021 according to appendix 4 to this Federal Law;

2) for planning period of 2022 and 2023 according to appendix 5 to this Federal Law.

Article 5. The interbudget transfers from the budget of Fund to other budgets of the budget system of the Russian Federation

1. Approve distribution of the subventions from the budget of Fund sent to budgets of territorial funds of compulsory medical insurance on financial provision of payment commitments of subjects of the Russian Federation and the city of Baikonur arising when implementing of the powers delegated in the sphere of compulsory medical insurance (further - subventions), for 2021 according to appendix 6 to this Federal Law.

2. Determine that provision of subventions to budgets of territorial funds of compulsory medical insurance is performed after transfer in accordance with the established procedure in the budget of Fund from the budget of the subject of the Russian Federation of the amount of monthly insurance premium for compulsory medical insurance of the idle population.

3. Determine that from the budget of Fund the interbudget transfers in the amounts established by appendices 4 and 5 to this Federal Law to payment to the medical organizations and other organizations performing medical activities, participating in program implementation of the state guarantees of free rendering to citizens of medical care and territorial programs of the state guarantees of free rendering to citizens of medical care, the services rendered to women during pregnancy in the amount 4, of 0 thousand rubles (services in delivery of health care in the amount 3, of 0 thousand rubles and on rendering legal, psychological and the medico-public assistance in the amount 1, of 0 thousand rubles) and the medical care provided to women and newborns during childbirth and during the postnatal period in the amount 6, of 0 thousand rubles respectively for each woman go in 2021 and in planning period of 2022 and 2023 to the budget of Social Insurance Fund of the Russian Federation, services in performing routine medical examinations of the child delivered within the first year of life aged up to three months on accounting in the specified organizations, in the amount 1, of 0 thousand rubles for the first six months and in the amount 1, of 0 thousand rubles for the second six months during which routine medical examinations, for each child were performed from the moment of its statement on accounting, and also fee on production and delivery in territorial authorities of Social Insurance Fund of the Russian Federation of forms of birth certificates.

Article 6. Features of establishment of separate expenses of the budget of Fund in 2021

1. Determine that according to Item 3 of Article 217 of the Budget code of the Russian Federation the basis for introduction in 2021 of changes in indicators of summary budget list of the budget of Fund is use (redistribution) according to decisions of Fund of the means of the normalized safety stock of Fund reserved within the budgetary appropriations established by appendix 4 to this Federal Law:

1) on increase in budgetary appropriations at execution of the payment commitments of Fund provided by this Federal Law in case of insufficiency of budget receipts of Fund for financial provision of their execution;

2) on provision according to the procedure, established by the Government of the Russian Federation, to budgets of territorial funds of compulsory medical insurance of the interbudget transfers for:

a) forming of the normalized safety stock of territorial fund on the purposes specified in item 4 of part 6 of article 26 of the Federal Law of November 29, 2010 to No. 326-FZ "About compulsory medical insurance in the Russian Federation";

b) implementation of money payments of the stimulating nature to health workers for detection of oncological diseases during medical examination and routine medical examinations of the population;

3) on payment of expenses of Fund on production and delivery of policies of compulsory medical insurance of single sample over the budgetary appropriations provided by appendix 4 to this Federal Law according to the target expenditure item "Expenses on Ensuring Activities (Rendering Services) of Public Institutions" of the departmental target program "The Organization of Compulsory Medical Insurance in the Russian Federation" within the subprogramme "Enhancement of delivery of health care, including prevention of diseases and forming of healthy lifestyle of" the state program of the Russian Federation "Health care development" the subsection "Other Questions in the field of Health Care" of the Section "Health care" of classification of budgets expenses, in case of the insufficiency of the specified budgetary appropriations formed in course of execution of the budget of Fund in 2021;

6) on financial provision of actions for the organization of additional professional education of health workers of the federal medical organizations for programs of advanced training, and also on acquisition and carrying out repair of the medical equipment at the expense of means from application by Fund to the federal medical organizations of sanctions for the violations revealed in case of monitoring procedure of amounts, terms, quality and conditions of provision of medical care, and the means which arrived from the legal entities or physical persons which did harm to health of insured persons according to article 31 of the Federal Law of November 29, 2010 No. 326-FZ "About compulsory medical insurance in the Russian Federation";

7) on implementation of decisions of the Government of the Russian Federation for the purpose of financial provision of conducting case on compulsory medical insurance regarding rendering medical care to insured persons according to Item 11 of article 5 of the Federal Law of November 29, 2010 No. 326-FZ "About compulsory medical insurance in the Russian Federation" in volume of no more the 450th 000, 0 thousand rubles.

2. Determine that in 2021 the Fund provides in the amount established by appendix 4 to this Federal Law:
