The Cabinet of Ministers of Ukraine decides:

1. According to part four of article 28 of the Law of Ukraine "About the Government budget of Ukraine for 2020":

reduce amount of expenses of development in the program 2301150 "Acquisition of the equipment for receptions of basic healthcare institutions in hospital districts at the expense of the funds allocated from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences" for the amount of 1049650 thousand hryvnias;

increase amount of expenses according to the program 3511380 "Fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences" by the amount of 1049650 thousand hryvnias.

2. In Item 1 of the resolution of the Cabinet of Ministers of Ukraine of July 8, 2020 No. 613 "About assignment for equipment procurement for receptions of basic healthcare institutions in hospital districts" (2020, No. 59, the Art. 1857, No. 84, the Art. 2691) figures "4728965" to replace the Official Bulletin of Ukraine with figures "3679315".

3. Allocate to the Ministry of Health 1049650 thousand hryvnias (development expenses) on irretrievable basis from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences for implementation of some actions directed to prevention of origin and distribution, localization and liquidation of flashes, epidemics and pandemics of sharp respiratory disease of COVID-19, caused by coronavirus SARS-CoV-2, as subvention from the government budget to local budgets for providing basic healthcare institutions in hospital districts with the necessary medical equipment, namely systems x-ray diagnostic stationary general purpose (digital) and devices of ultrasonic diagnostics.

4. Approve:

Procedure and conditions of provision of subvention from the government budget to local budgets for providing basic healthcare institutions in hospital districts the medical equipment, namely systems x-ray diagnostic stationary general purpose (digital) and devices of ultrasonic diagnostics at the expense of the funds allocated from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences which are applied;

distribution of subvention from the government budget to local budgets for providing basic healthcare institutions in hospital districts the medical equipment, namely systems x-ray diagnostic stationary general purpose (digital) and devices of ultrasonic diagnostics at the expense of the funds allocated from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences according to appendix.

5. Provide:

To the Ministry of Health - coordination of allocation of budgetary funds, the stipulated in Item 3 presents of the resolution, and distribution of subvention from the government budget to local budgets for providing basic healthcare institutions in hospital districts the medical equipment, namely systems x-ray diagnostic stationary general purpose (digital) and devices of ultrasonic diagnostics at the expense of the funds allocated from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences approved by this resolution with Committee of the Verkhovna Rada of Ukraine concerning the budget;

To the Ministry of Finance - after the specified coordination opening of the new budget program and entering of corresponding changes into list of the government budget.

1. These the Procedure and conditions determine subvention procedure for granting from the government budget to local budgets for providing basic healthcare institutions in hospital districts with the medical equipment, namely systems x-ray diagnostic stationary general purpose (digital) and devices of ultrasonic diagnostics at the expense of the funds allocated from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences (further - subvention).

2. The main manager of subvention is the Ministry of Health.

Managers and receivers of subvention are determined by decisions on such budgets according to the legislation by local budgets.

3. The subvention goes for purchase of the medical equipment, namely systems x-ray diagnostic stationary general purpose (digital) and devices of ultrasonic diagnostics for basic healthcare institutions in hospital districts according to the list of basic healthcare institutions in hospital districts for the period till 2023 approved by the order of the Cabinet of Ministers of Ukraine of January 15, 2020 No. 23 (The Official Bulletin of Ukraine, 2020, No. 10, the Art. 411).

4. Purchase of systems x-ray diagnostic stationary general purpose (digital) and devices of ultrasonic diagnostics at the expense of subvention is performed according to the medico-technical requirements approved by the Ministry of Health to goods and services which are purchase subject, the approximate sheet of material equipment of departments of the emergency (urgent) medical care approved by the Ministry of Health and in the procedure established by the law.

Advance payment of such goods, works and services is carried out taking into account legislation provisions.

5. Opening of accounts, registration, accounting of the budget obligations in bodies of Treasury and carrying out the transactions connected with use of subvention, and also reflection in primary both financial accounting of information on carrying out the transactions connected with use of budgetary funds, and the received (created) current and non-current assets are performed in the procedure established by the legislation.

6. Regional and Kiev city the state administrations submit monthly to 3 numbers to the Ministry of Health information on use of subvention by local budgets of administrative and territorial units.
