About approval of the Regulations on procedure for forming of the List of the guaranteed amounts of medical care covered at the expense of means of the Government budget of the Republic of Uzbekistan
In pursuance of the Presidential decree of the Republic of Uzbekistan of December 7, 2018 the No. UP-5590 "About Measures for Radical Enhancement of Health Care System of the Republic of Uzbekistan" Cabinet of Ministers decides:
1. Approve Regulations on procedure for forming of the List of the guaranteed amounts of medical care covered at the expense of means of the Government budget of the Republic of Uzbekistan according to appendix.
2. Determine that the Ministry of Health of the Republic of Uzbekistan is the authorized body performing forming of the List of the guaranteed amounts of medical care covered at the expense of means of the Government budget of the Republic of Uzbekistan (further - the List), in coordination with the Ministry of Finance and the Ministry of Economy and Industry of the Republic of Uzbekistan.
Determine that financing of the guaranteed amounts of medical care according to the List is performed within the funds of the Government budget of the Republic of Uzbekistan allocated under the article "Health care" for the corresponding financial year.
3. To the Ministry of Health of the Republic of Uzbekistan:
till December 20, 2019 to develop and approve the List with the obligation of its annual updating in the years ahead in similar terms and placements on the official site of the Ministry of Health till December 31;
provide obligatory placement (in the state and Russian languages) in all public medical institutions of the republic of the corresponding extraction from the List according to profile of activities of data of organizations till December 31 annually;
together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.
4. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan concerning social development A. A. Abdukhakimov and the Minister of Health of the Republic of Uzbekistan A. K. Shadmanov.

to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of September 30, 2019 No. 832
1. This Provision according to the Law of the Republic of Uzbekistan "About protection of public health", the Presidential decree of the Republic of Uzbekistan of December 7, 2018 No. UP-5590 "About Complex Measures for Radical Enhancement of Health Care System of the Republic of Uzbekistan" determines procedure for forming of the List of the guaranteed amounts of medical care covered at the expense of means of the Government budget of the Republic of Uzbekistan (further - the List).
2. This Provision extends to delivery of health care in the medical organizations entering into structure of the Ministry of Health of the Republic of Uzbekistan.
3. The list is created and affirms strictly as limits of the means of the Government budget of the Republic of Uzbekistan provided under the article "Health care" for the corresponding financial year.
4. In this Provision the following basic concepts are used:
the guaranteed amounts of medical care - the medical care provided to the population in the procedure established by the legislation at the expense of means of the Government budget of the Republic of Uzbekistan;
medical care - complex of actions for assessment of the state of health of the person and to medical impact on it, including prevention, diagnostics, treatment, rehabilitation and palliative medical care, performed by medical personnel;
medical service - action or set of the actions directed to prevention, diagnostics, treatment and rehabilitation, and also rendered during pregnancy and childbirth which have independent complete value and cost nature;
emergency medical service - the type of medical care rendered in case of sudden sharp diseases, conditions, exacerbation of chronic diseases without strong indications of threat of life of the patient;
emergency medical service - the type of medical care rendered in the emergency form in case of sudden sharp diseases, conditions, exacerbation of the chronic diseases posing threat of life of the patient regardless of conditions of its rendering;
the emergency medical care - the type of medical care rendered in case of the diseases, accidents, injuries, poisonings and other conditions requiring urgent medical intervention regardless of conditions of its rendering. The emergency medical care includes urgent and emergency medical service;
planned medical care - the type of medical care rendered when holding preventive actions in case of the diseases and conditions which are not followed by threat of life of the patient, not requiring emergency and emergency medical service which rendering delay for a certain time will not entail deterioration in condition of the patient, threat of his life and to health;
palliative medical care - the type of medical care representing complex of the medical interventions directed to disposal of pain and simplification of other heavy displays of disease for the purpose of improvement of quality of life incurably sick;
primary health care - the type of medical care rendered in out-patient conditions and including actions for prevention, diagnostics, treatment of diseases, observation of the course of pregnancy, forming of healthy lifestyle and sanitary and hygienic informing the population;
the clinical protocol - the regulating document determining the minimum requirements to delivery of health care to the patient in case of certain disease with certain syndrome or in case of certain clinical situation in the medical organization;
the quality standard of medical care - the document including set of the regulations, rules and requirements reflecting the level of medical care really achievable for a certain period of time. The quality standards of medical care are obligatory for the organizations which are engaged in medical activities and are used by the medical organizations for planning and economic calculations in case of delivery of health care;
specialized medical care - the type of medical care including prevention, diagnostics and treatment of the diseases and conditions (including during pregnancy, childbirth and the postnatal period) requiring use of ad hoc methods and difficult medical technologies, and also medical rehabilitation;
