1. Approve the enclosed Rules of forming, maintaining and use of the Unified information system of consumer protection.

2. To provide to committee on consumer protection of the Ministry of Trade and integration of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Trade and integration of the Republic of Kazakhstan;

3. To impose control of execution of this order on the supervising vice-Minister of Trade and integration of the Republic of Kazakhstan.

4. This order becomes effective since January 1, 2021 and is subject to official publication.

Rules of forming, maintaining and use of the Unified information system of consumer protection

Chapter 1. General provisions

1. These rules of forming, maintaining and use of the Unified information system of consumer protection (further - Rules) are developed according to the Law of the Republic of Kazakhstan of May 4, 2010 "About consumer protection" (further - the Law) and determine procedure for forming, maintaining and use of the Unified information system of consumer protection (further - EISZPP).

2. The basic concepts used in these rules:

1) the electronic copy of the document - the document which is completely reproducing type and information (data) of the authentic document in electronic and digital form;

2) state bodies in the field of consumer protection (further - state bodies) - the central state bodies performing functions in the field of consumer protection;

3) authorized body in the field of consumer protection (further - authorized body) - the state body performing management and cross-industry coordination in the field of consumer protection;

4) the address - to the directed subject considering the address or the official individual or collective written, oral or in electronic form, video conferencing, video messages, the offer, the statement, the claim, request or response;

5) the electronic document - the document in which information is provided in electronic and digital form and is certified by means of the digital signature;

6) the digital signature - set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content.

3. EISZPP is the information system intended for automation of process of acceptance and consideration of addresses of consumers, their systematization and accounting at all levels of system of consumer protection.

4. By means of EISZPP consideration of addresses of consumers at all levels of system of consumer protection is provided:

1) sellers (manufacturers, contractors) of goods (works, services), initiators (organizers) of games;
