About assignment for provision of one-time financial support to subjects of managing for implementation of the restrictive anti-epidemic actions entered for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus

The Cabinet of Ministers of Ukraine decides:

1. Allocate to the Ministry of development of economy, trade and agricultural industry of 1800000 thousand hryvnias (consumption expenses) from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences for the general fund of the government budget for provision Fonda of obligatory national social insurance for case of unemployment of means for payment of one-time financial support to subjects of managing.

2. Approve the Procedure for use of the funds allocated for provision of one-time financial support to subjects of managing for implementation of the restrictive anti-epidemic actions entered for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus which is applied.

3. Provide:

To the ministry of development of economy, trade and agricultural industry - coordination of allocation of budgetary funds, the stipulated in Item 1 this resolution, with Committee of the Verkhovna Rada of Ukraine concerning the budget;

To the Ministry of Finance - after the specified coordination opening of the new budget program and entering of corresponding changes into list of the government budget.

Procedure for use of the funds allocated for provision of one-time financial support to subjects of managing for implementation of the restrictive anti-epidemic actions entered for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus

1. This Procedure determines the mechanism of use of means of the government budget by the "Provision of One-time Financial Support to Subjects of Managing for Implementation of the Restrictive Anti-epidemic Actions Entered for the purpose of Prevention of Distribution in the territory of Ukraine of Sharp Respiratory Disease of COVID-19, of SARS-CoV-2 Caused by Coronavirus" program (further - budgetary funds).

2. The main manager of budgetary funds and the executive in charge of the budget program is the Ministry of Economics.

3. Budgetary funds are allocated in Fund of obligatory national social insurance for unemployment case (further - Fund) on irretrievable basis for payment to hired employees of the subject of managing of one-time financial support for implementation of the restrictive anti-epidemic actions entered for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus (further - one-time financial support).

4. The means received by Fund according to Item 3 presents of the Procedure are used only for payment to hired employees of one-time financial support to which by the date of entry into force of the Law of Ukraine "About social support of insured persons and subjects of managing for implementation of the restrictive anti-epidemic actions entered for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus" subjects of managing - legal entities by force reduced or can reduce the stipulated by the legislation duration of working hours, including in connection with idle time, after implementation of the restrictive anti-epidemic actions connected with spread in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus.

5. The request for the need for budgetary funds for payment of one-time financial support is created and moves city, district and gorrayonny jobcenters in regional jobcenter, regional jobcenter - in the State jobcenter.

6. The state jobcenter within one working day based on the received applications for the need for budgetary funds for payment of one-time financial support directs to Ministry of Economics idea of transfer of budgetary funds to Fund for payment of one-time financial support within the allocated Ministries of Economics of assignments in the form approved by Ministry of Economics.

7. The Ministry of Economics within two working days after receipt of representation transfers budgetary funds to the State jobcenter into account 3554 "Accounts of the state trust funds" opened in Treasury for servicing of fund for further financing of expenses of regional, city, district and gorrayonny jobcenters (further - jobcenters) on payment of one-time financial support.

8. Transfer of budgetary funds to subjects of managing is performed by jobcenters no later than the next day after transfer of budgetary funds for the account of jobcenter opened in body of Treasury.

9. The payment amount of one-time financial support received by the subject of managing based on the doubtful data provided to them or used by it not for purpose is collected by jobcenter which performed transfer of budgetary funds, from the subject of managing with the subsequent transfer to its State jobcenter.

10. The state jobcenter transfers the received budgetary funds no later than the next day from the date of receipt of budgetary funds from jobcenters into the account of Ministry of Economics opened in Treasury.

11. Unused budgetary funds the State jobcenter returns Ministry of Economics for their subsequent direction in the government budget.

12. The opening of accounts, registration, accounting of the budget obligations in bodies of Treasury and transaction connected with use of budgetary funds are performed in the procedure established by the legislation.

13. Reflection in primary and financial accounting of information on carrying out the transactions connected with use of budgetary funds is performed in the procedure established by the legislation.

14. Creation and submission of financial and budget reports about use of budgetary funds, and also control of their target use are performed in the procedure established by the legislation.

15. The state jobcenter submits information on use of budgetary funds till December 31 of the current year of Ministry of Economics.

16. The Ministry of Economics informs Committee of the Verkhovna Rada of Ukraine concerning the budget, the Cabinet of Ministers of Ukraine and the Ministry of Finance on use of budgetary funds.
