Article 1. The main characteristics of the budget of Social Insurance Fund of the Russian Federation for 2021 and for planning period of 2022 and 2023

1. Approve the main characteristics of the budget of Social Insurance Fund of the Russian Federation (further - Fund) for 2021:

1) the predicted total amount of budget receipts of Fund in the amount 815 663 242, 4 thousand rubles, from them the income on compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 608 246 586, 4 thousand rubles and on compulsory social insurance from labor accidents and occupational diseases in the amount 148 657 015, 7 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 141 366 059, of 2 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund in the amount 13 325 953, of 0 thousand rubles;

2) the total amount of expenses of the budget of Fund in the amount 833 293 310, 1 thousand rubles, from them expenses on compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 663 248 403, 7 thousand rubles and on compulsory social insurance from labor accidents and occupational diseases in the amount 111 285 266, 1 thousand rubles;

3) amount of budget deficit of Fund in the amount 17 630 067, 7 thousand rubles, including amount of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 55 001 817, 3 thousand rubles and amount of budget surplus of Fund regarding compulsory social insurance from labor accidents and occupational diseases in the amount 37 371 749, 6 thousand rubles.

2. Approve the main characteristics of the budget of Fund for planning period of 2022 and 2023:

1) the predicted total amount of budget receipts of Fund for 2022 in the amount 922 457 423, 6 thousand rubles and for 2023 in the amount 984 313 976, thousand rubles, from them the income on compulsory social insurance on case of temporary disability and in connection with motherhood for 2022 in the amount 703 690 215, 1 thousand rubles and for 2023 in the amount 753 053 856, thousand rubles, on compulsory social insurance from labor accidents and occupational diseases for 2022 in the amount 160 039 815, 3 thousand rubles and for 2023 in the amount 172 748 482, 2 thousand rubles, including at the expense of the interbudget transfers received from the federal budget for 2022 in the amount 148 427 558, of 0 thousand rubles and for 2023 in the amount 156 069 060, of 5 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund for 2022 in the amount 12 855 309, of 0 thousand rubles and for 2023 in the amount 12 182 897, of 0 thousand rubles;

2) the total amount of expenses of the budget of Fund for 2022 in the amount 863 084 987, 8 thousand rubles and for 2023 in the amount 893 226 538, 4 thousand rubles, from them expenses on compulsory social insurance on case of temporary disability and in connection with motherhood for 2022 in the amount 688 414 141, 5 thousand rubles and for 2023 in the amount 713 919 954, 1 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases for 2022 in the amount 115 943 453, 1 thousand rubles and for 2023 in the amount 120 794 946, 9 thousand rubles;

3) amount of budget surplus of Fund for 2022 in the amount 59 372 435, 8 thousand rubles and amount of budget surplus of Fund for 2023 in the amount 91 087 437, 8 thousand rubles, including amount of budget surplus of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood for 2022 in the amount 15 276 073, 6 thousand rubles and for 2023 in the amount 39 133 902, 5 thousand rubles and amount of budget surplus of Fund regarding compulsory social insurance from labor accidents and occupational diseases for 2022 in the amount 44 096 362, 2 thousand rubles and for 2023 in the amount 51 953 535, 3 thousand rubles.

Article 2. Chief managers of budget receipts of Fund and chief managers of sources of financing of budget deficit of Fund

1. Approve the list of chief managers of budget receipts of Fund according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of sources of financing of budget deficit of Fund according to appendix 2 to this Federal Law.

3. Determine that in case of change in 2021 of structure and (or) functions of chief managers of budget receipts of Fund or chief managers of sources of financing of budget deficit of Fund, and also change of the principles of appointment and assignment of structure of codes of classification of the income of budgets and classification of sources of financing of deficits of budgets corresponding changes are reflected in the performance report of the budget of Fund for 2021 based on regulatory legal act of the Ministry of Finance of the Russian Federation.

Article 3. Sources of internal financing of budget deficit of Fund

1. Approve sources of internal financing of budget deficit of Fund for 2021 and for planning period of 2022 and 2023 according to appendix 3 to this Federal Law.

2. Determine that source of internal financing of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood in 2021 is the balance on compulsory social insurance from labor accidents and occupational diseases formed as of January 1, 2021.

Article 4. Budgetary appropriations of the budget of Fund for 2021 and for planning period of 2022 and 2023

1. Approve distribution of budgetary appropriations of the budget of Fund for Sections, subsections, target Articles and groups of expense types of classification of budgets expenses:

1) for 2021 according to appendix 4 to this Federal Law;

2) for planning period of 2022 and 2023 according to appendix 5 to this Federal Law.

2. Approve the total amount of the budgetary appropriations directed to execution of public normative obligations, for 2021 in the amount 724 541 911, of 8 thousand rubles for 2022 in the amount 753 074 936, 8 thousand rubles and for 2023 in the amount 782 700 948, 4 thousand rubles.

Article 5. Features of use of budgetary appropriations of the budget of Fund in the sphere of social policy

1. Determine that the Fund in 2021 performs:

1) allowance payments on compulsory social insurance on case of temporary disability and in connection with motherhood in sizes over the sizes established by the legislation of the Russian Federation on compulsory social insurance on case of temporary disability and in connection with motherhood to citizens according to the Law of the Russian Federation of May 15, 1991 No. 1244-1 "About social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP", to the citizens who were affected by radiation owing to accident in 1957 at Mayak production association and dumpings of radioactive waste into the Techa River on whom operation of the Law of the Russian Federation of May 15, 1991 No. 1244-1 "On social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP" expatiates and to citizens according to the Federal Law of January 10, 2002 No. 2-FZ "About social guarantees to the citizens who underwent to radiative effects owing to nuclear testing at Semipalatinsk Test Site" whose source of financial provision are the interbudget transfers from the federal budget, stipulated in Item 1 parts 1 of article 1 of this Federal Law;

2) expenses on provision to disabled people of technical means of rehabilitation and services, ensuring separate categories of citizens from among veterans artificial limbs (except dentures), prosthetic and orthopedic products, including expenses on implementation of the specified powers, except for the expenses in this direction performed by subjects of the Russian Federation under agreements between the federal executive body performing functions on development and realization of state policy and normative legal regulation in the sphere of social protection of the population and executive bodies of subjects of the Russian Federation about transfer by it of the specified powers which source of financial provision are the interbudget transfers from the federal budget, stipulated in Item 1 parts 1 of article 1 of this Federal Law. 3) expenses on payment of cost of permits in the sanatorium organizations located in the territory of the Russian Federation for payment to transport organizations of expenses on provision of journey to the place of treatment and back (including to the place of sanatorium treatment within provision of set of social services, and also to the place of treatment in the presence of medical indications in the direction of executive bodies of subjects of the Russian Federation in health sector) to the separate categories of citizens having the right to the government public assistance in type of the corresponding social service, provided by the Federal Law of July 17, 1999 No. 178-FZ "About the government public assistance", except for the expenses in this direction performed by subjects of the Russian Federation under agreements between federal executive body performing functions on development and realization of state policy and normative legal regulation in the sphere of social protection of the population, and executive bodies of subjects of the Russian Federation about transfer by it of the specified powers which source of financial provision are the interbudget transfers from the federal budget, stipulated in Item 1 parts 1 of article 1 of this Federal Law;

4) payment to the medical organizations and other organizations performing medical activities, participating in program implementation of the state guarantees of free rendering to citizens of medical care and territorial programs of the state guarantees of free rendering to citizens of medical care, the services rendered to women during pregnancy in the amount 4, of 0 thousand rubles (services in delivery of health care in the amount 3, 0 thousand rubles and on rendering legal, psychological and the medico-public assistance in the amount 1, 0 thousand rubles) and the medical care provided to women and newborns during childbirth and during the postnatal period in the amount 6, 0 thousand rubles respectively for each woman, services in performing routine medical examinations of the child delivered within the first year of life aged up to three months on accounting in the specified organizations in the amount 1, thousand rubles for the first six months and in the amount 1, 0 thousand rubles for the second six months during which routine medical examinations, for each child were performed from the moment of its statement on accounting, and also fee on production and delivery in territorial authorities of Fund of forms of birth certificates which source of financial provision are the interbudget transfers from the budget of Federal Compulsory Health Insurance Fund, stipulated in Item 1 parts 1 of article 1 of this Federal Law. 5) payment of the capitalized time payments established on acceptance date by Arbitration Court of the decision on recognition of the debtor by the bankrupt and about opening of bankruptcy proceedings (for the debtor - credit institution on the date of revocation of license on banking operations), according to requirements of citizens before which the debtor bears responsibility for damnification of life or to health which source of financial provision are the interbudget transfers from the federal budget, stipulated in Item 1 parts 1 of article 1 of this Federal Law, in case of transition of obligations of the debtor to the citizen on payment of the capitalized time payments to the Russian Federation.
