About measures for cardinal enhancement of system of rendering services of mail service
The system of mail service is the important sphere having in regions of the country own infrastructure of the goods delivery, rendering banking, financial and state services along with letters and mailings today.
The Uzbekiston of Pochtasa joint-stock company as the national operator of mail service of the country has about 2 thousand objects of mail service which covered all settlements of the republic.

For the purpose of inclusion of our country in the first 50 line items of Global rating of index of mail development by cardinal enhancement of system of rendering services of mail service, implementation of modern technologies to the sphere, full automation of activities for rendering services of mail service:
1. Determine the main directions of enhancement of system of rendering services of mail service:
a) on transportation of correspondence and development of courier services:
implementation of the "last mile" service in cooperation with the domestic and foreign companies which are engaged in activities for rendering mail and courier services;
rendering modern services to the population, business and the state departments by enhancement and digitization of traditional services of mail service, information technology implementation and systems in processes of acceptance, tracking and delivery of departures;
increase twice number of services in acceptance and delivery "hybrid mail" departures;
b) on development of activities in the market of electronic commerce:
creation of information system of the electronic trading platform giving opportunity of online realization and deliveries to clients of products of domestic manufacturers;
creation of the centers of logistics, adjustment and development of the services including storage and the goods delivery;
c) on development of activities of mail service in the market of services:
upgrade of automated system of online acceptance of payments in objects of mail service and development of its mobile application;
expansion twice types of financial services, in particular on acceptance of payments from the population, and also establishing rendering banking services on the basis of outsourcing at least in 1 000 postal departments of the republic, especially in the remote and hard to reach areas;
establishing rendering the state services in the postal departments located in the remote and hard to reach areas;
retraining and advanced training of the personnel performing activities in system of the National operator taking into account the new types of service implemented in the field of mail service.

3. Approve offers of the Ministry of development of information technologies and communications, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent on realization in 2021 of the "road maps" providing projects of transformation of the companies of mail service in 42 model areas (cities), according to appendices No. No. 3 - 16 *, considering:

a) in the field of reconstruction, repair and effective operation of buildings of departments of mail service:
repair of buildings of 267 departments of mail service;
achievement of the conclusion of agreements on reconstruction in modern look of 110 buildings on the basis of public-private partnership;
b) in the field of development of telecommunication infrastructure and strengthening of material and technical resources:
carrying out 754 kilometers of fiber-optic communication links to 326 departments of mail service;
providing 250 departments of mail service with the modern computer equipment and mobile devices;
c) in the field of improvement of financial and economic condition of nodes of mail service and rendering mail services:
establishing printout and delivery to receivers in the processed type "hybrid mail" departures in 42 district nodes of mail service;
establishing rendering banking services in 230 departments of mail service;
creation of 145 new workplaces due to opening in addition 55 departments of mail service.
