The Cabinet of Ministers of Ukraine decides:

1. Allocate to the Ministry of development of economy, trade and agricultural industry of 630362 thousand hryvnias (consumption expenses) from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences for the general fund of the government budget for provision of immediate compensation to subjects of managing who are legal entities, for the purpose of expense recovery, suffered on payment of single fee on obligatory national social insurance, for implementation of the restrictive anti-epidemic actions entered for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus.

2. Approve the Procedure for use of the funds allocated for provision of immediate compensation to subjects of managing who are legal entities for the purpose of expense recovery, suffered on payment of single fee on obligatory national social insurance, for implementation of the restrictive anti-epidemic actions entered for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus which is applied.

3. Provide:

1) to the Ministry of development of economy, trade and agricultural industry - coordination of allocation of budgetary funds, the stipulated in Item 1 this resolution, with Committee of the Verkhovna Rada of Ukraine concerning the budget;

2) to the Ministry of Finance - after the specified coordination opening of the new budget program and entering of corresponding changes into list of the government budget.

Procedure for use of the funds allocated for provision of immediate compensation to subjects of managing who are legal entities for the purpose of expense recovery, suffered on payment of single fee on obligatory national social insurance, for implementation of the restrictive anti-epidemic actions entered for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus

1. This Procedure determines the mechanism of use of means of the government budget by the "Provision of Immediate Compensation to Subjects of Managing Who Are Legal Entities, for the purpose of Expense Recovery, Suffered on Payment of Single Fee on Obligatory National Social Insurance, for Implementation of the Restrictive Anti-epidemic Actions Entered for the purpose of Prevention of Distribution in the territory of Ukraine of Sharp Respiratory Disease of COVID-19, of SARS-CoV-2 Caused by Coronavirus" program (further - budgetary funds).

2. The main manager of budgetary funds and the executive in charge of the budget program is the Ministry of Economics.

3. Budgetary funds are allocated on irretrievable basis for payment to subjects of managing of immediate compensation of the expenses incurred on payment of single fee on obligatory national social insurance for implementation of the restrictive anti-epidemic actions entered for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus (further - immediate compensation).

In December, 2020 budgetary funds are allocated for payment of immediate compensation to subjects of managing which activities will be temporarily suspended in December, 2020 and in January, 2021 according to the decision of the Cabinet of Ministers of Ukraine.

4. The means received by Ministry of Economics according to Item 3 presents of the Procedure are used only for provision of immediate compensation to subjects of managing according to Procedure for provision of immediate compensation to subjects of managing and Procedure for forming and maintaining the register of receivers of immediate compensation to the subjects of managing approved by the Cabinet of Ministers of Ukraine.

5. Balance on the off-budget account of Ministry of Economics which developed after transfer of immediate compensation is transfered by Treasury to account Ministry of Economics based on the payment order which is drawn up in accordance with the established procedure for further transfer in the government budget.

6. Closing of the off-budget account is performed by Treasury based on the application submitted Ministry of Economics created in accordance with the established procedure.

7. Reflection in primary and financial accounting of information on carrying out the transactions connected with use of budgetary funds is performed in the procedure established by the legislation.

8. Creation and submission of financial and budget reports about use of budgetary funds, and also control of their target use are performed in the procedure established by the legislation.

9. The treasury no later than the working day following behind day of transfer of compensation to bank accounts to subjects of managing submits to Ministry of Economics information on the actual transfer of immediate compensation to subjects of managing on their bank accounts.

10. The Ministry of Economics informs Committee of the Verkhovna Rada of Ukraine concerning the budget, the Cabinet of Ministers of Ukraine and the Ministry of Finance on use of budgetary funds.
