Chapter 1. General provisions

1. These rules of functioning of National system of video monitoring (further - Rules) are developed according to Item 5 of article 30-1 of the Law of the Republic of Kazakhstan of November 24, 2015 "About informatization" (further - the Law) and determine procedure for functioning of National system of video monitoring.

2. In these rules the following basic concepts are used:

1) the subscriber - the physical person or legal entity, in ownership and (or) use of which is the object which is subject to obligatory connection to National system of video monitoring;

2) the hardware and software - set of the program and technical means jointly applied to the solution of tasks of certain type;

3) video analytics - the software or the technology using methods of computer sight for the automated data collection based on the analysis of stream video (video analysis);

4) the coordinator - the state body providing cross-industry management and interaction of participants of National system of video monitoring;
