About procedure for maintaining the state inventory of waste

(as amended on 18-09-2024)

Based on the paragraph of the seventh of article 10 of the Law of the Republic of Belarus of November 26, 1992 "About environmental protection" the Council of Ministers of the Republic of Belarus DECIDES: No. 1982-XII

1. Approve Regulations on procedure for maintaining the state inventory of waste it (is applied).

2. Recognize invalid:

the resolution of Council of Ministers of the Republic of Belarus of June 19, 2010 No. 934 "About approval of the Regulations on procedure for maintaining the state inventory of waste";

subitem 1.10 of Item 1 of the resolution of Council of Ministers of the Republic of Belarus of May 2, 2014 No. 408 "About modification and amendments in some resolutions of Council of Ministers of the Republic of Belarus";

subitem 1.12 of Item 1 of the resolution of Council of Ministers of the Republic of Belarus of September 19, 2016 No. 737 "About measures for implementation of the Presidential decree of the Republic of Belarus of March 23, 2016 No. 106".

3. This resolution becomes effective after its official publication.

Regulations on procedure for maintaining the state inventory of waste

1. This Provision establishes procedure for maintaining the state inventory of waste.

2. The state inventory of waste represents the systematized code of the data including the quantity and quality characteristic of waste, data on their use, storage, burial and neutralization.

3. No. 130 is excluded according to the Resolution of Council of Ministers of the Republic of Belarus of 27.02.2024

4. The state inventory of waste is created based on the following data:

official statistical information on the treatment of production wastes;

information containing in the register of objects for use of waste, the register of objects of storage, burial and neutralization of waste;

information containing in the Unified register of licenses, on the provided licenses for activities, connected with impact on the environment, the constituting works and (or) services of which are use of waste of 1-3rd of classes of danger, neutralization, waste disposal;

information on results of inventory count of the polychlorinated biphenyls;

information of the Ministry of Housing and Public Utilities on amounts of education, use and burial of solid utility waste, amounts of the collected (prepared) secondary material resources, objects of sorting, use and burial of solid utility waste;

information of the Industry ministry on amounts collected (prepared) and used scrap and waste of ferrous and non-ferrous metals.

5. The state inventory of waste is the state information resource. Its maintaining is performed by the Ministry of Natural Resources and Environmental Protection.

6. For maintaining the state inventory of waste in the Ministry of Natural Resources and Environmental Protection annually till April 15 of the year following reporting the following information is provided:

The Ministry of Housing and Public Utilities - information specified in paragraph six of item 4 of this provision on forms according to appendices 1-3;

Industry ministry - information specified in paragraph seven of item 4 of this provision on form according to appendix 4.

7. The state inventory of waste is kept in the form of the electronic database.

8. Maintaining the state inventory of waste includes:

information collection from the republican state bodies specified in Item 6 of this provision;

analysis and systematization of collected information;

forming and updating of the database of the state inventory of waste;

placement of the database of the state inventory of waste in global computer network the Internet on the official site of the Ministry of Natural Resources and Environmental Protection.

9. The database of the state inventory of waste consists of the following obligatory Sections:

"Production wastes";

"Solid utility waste";

"Scrap and waste of ferrous and non-ferrous metals";

"Registers".

10. The Section "Production wastes" of the database of the state inventory of waste includes:

data on amounts of education, storage, burial, neutralization and use of production wastes by types and classes of danger, types of economic activity and administrative and territorial units;

data on the polychlorinated biphenyls, the equipment, materials and waste containing the polychlorinated biphenyls.

11. The Section "Solid Utility Waste" of the database of the state inventory of waste includes:

data on amounts of education, use and burial of solid utility waste on administrative and territorial units;

data on objects of sorting, use and burial of solid utility waste on administrative and territorial units;

data on amounts of the collected (prepared) secondary material resources depending on their types within accomplishment of state programs on administrative and territorial units.

12. The Section "Scrap and Waste of Ferrous and Non-ferrous Metals" of the database of the state inventory of waste includes data on amounts collected (prepared) and used scrap and waste of ferrous and non-ferrous metals on administrative and territorial units.

13. The Section "Registers" of the database of the state inventory of waste includes:

data about accepted (put) into operation objects for use of waste, their capacity, names of the used waste on administrative and territorial units;

data about accepted (put) into operation subjects to neutralization of waste, their capacity, names of the neutralized waste on administrative and territorial units;

data on the accepted (put) into operation objects of storage of waste, their capacity and useful life, names of the waste which are subject to storage on administrative and territorial units;

data on the accepted (put) into operation subjects to waste disposal, their capacity and useful life on administrative and territorial units;

the information about licensees containing in the Unified register of licenses about the provided licenses for activities, connected with impact on the environment, the constituting works and (or) services of which is use of waste of 1-3rd of classes of danger, neutralization, waste disposal.

14. When forming and maintaining the state inventory of waste nation-wide qualifiers are used:
