About inventories
Based on paragraph two of subitem 1.11 of Item 1 of article 7 of the Law of the Republic of Belarus of January 8, 2014 No. 128-Z "About state regulation of trade and public catering", subitem 6.49 of Item 6 of the Regulations on the Ministry of the anti-monopoly regulation and trade of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of September 6, 2016 No. 702, the Ministry of anti-monopoly regulation and trade of the Republic of Belarus DECIDES:
1. Establish:
1.1. the inventory, subject to inclusion by subjects of trade in assortment inventories for grocery unspecialized stores with universal range of goods, according to appendix 1;
1.2. the inventory, subject to inclusion by subjects of trade in assortment inventories for grocery specialized stores, according to appendix 2;
1.3. the inventory, subject to inclusion by subjects of trade in assortment inventories for booths, pavilions, autoshops, grocery unspecialized stores with the combined or mixed range of goods, according to appendix 3;
1.4. the inventory, subject to inclusion by subjects of trade in assortment inventories for nonfood unspecialized shops with the universal or combined range of goods, nonfood specialized shops, according to appendix 4;
1.5. the inventory, subject to inclusion by subjects of trade in assortment inventories for booths, pavilions, autoshops, nonfood unspecialized shops with the mixed range of goods, according to appendix 5;
1.6. the inventory, the subject to inclusion by subjects of trade in assortment inventories for booths, pavilions, autoshops, grocery unspecialized stores with the universal, combined or mixed range of goods located in rural settlements and settlements of city type according to appendix 6;
1.7. the inventory, the subject to inclusion by subjects of trade in assortment inventories for booths, pavilions, autoshops, nonfood unspecialized shops with the universal, combined or mixed range of goods located in rural settlements and settlements of city type according to appendix 7;
1.8. the inventory, subject to inclusion by subjects of trade in assortment inventories for the booths, pavilions, shops located at gas stations according to appendix 8;
1.9. the inventory, subject to inclusion by subjects of trade in assortment inventories for grocery and nonfood stores like "discounter", according to appendix 9.
1-1. The subject performing retail trade develops the inventory, obligatory to availability for realization in the shopping facility, proceeding from the range of goods determined by it, offered to sale, depending on type and type (in case of its availability) the shopping facility, the size of its floor space (in the presence) reserved under food and (or) nonfoods and includes in it:
for grocery and nonfood unspecialized stores with universal range of goods – the goods which are subject to inclusion in the inventory, obligatory to availability for realization in the shopping facility according to appendices 1 and 4;
for grocery and nonfood specialized stores – the goods which are subject to inclusion in the inventory, obligatory to availability for realization in the shopping facility according to appendices 2 and 4;
for grocery unspecialized stores with the combined range of goods – the goods which are subject to inclusion in the inventory, obligatory to availability for realization in the shopping facility according to appendices 3 and 5;
for nonfood unspecialized shops with the combined range of goods – the goods which are subject to inclusion in the inventory, obligatory to availability for realization in the shopping facility according to appendices 3 and 4;
for booths, pavilions, autoshops, grocery and nonfood unspecialized stores with the mixed range of goods – the goods which are subject to inclusion in the inventory, obligatory to availability for realization in the shopping facility according to appendices 3 and 5;
for the booths, pavilions, autoshops, grocery and nonfood unspecialized stores with the universal, combined or mixed range of goods located in rural settlements and settlements of city type – the goods which are subject to inclusion in the inventory, obligatory to availability for realization in the shopping facility according to appendices 6 and 7;
for the booths, pavilions, shops located at gas stations – the goods which are subject to inclusion in the inventory, obligatory to availability for realization in the shopping facility according to appendix 8;
for grocery and nonfood stores like "discounter" – the goods which are subject to inclusion in the inventory, obligatory to availability for realization in the shopping facility according to appendix 9.
The inventory, obligatory to availability for realization in the shopping facility, is not required in case of sales of goods in the shopping facilities specified in Item 6 of the Regulations on procedure for development and approval of the assortment inventory approved by the resolution of Council of Ministers of the Republic of Belarus of July 22, 2014 No. 703.
The approved subjects of trade performing retail trade, inventories, obligatory to availability for realization in shopping facilities submit for approval to district, city executive committees (except Minsk), administrations of districts of Minsk, public institution "Administration of the Chinese-Belarusian industrial park "Great Stone" according to the legislation on ministerial procedures according to the following schedule:
for shops with the floor space from 1000 sq.m and more – till November 17, 2022;
for shops with the floor space from 300 to 999 sq.m – till December 2, 2022;
for shops with the floor space from 100 to 299 sq.m – till December 22, 2022;
for shops with the floor space to 99 sq.m, booths, pavilions and autoshops – till January 1, 2023.
Approval of the inventories obligatory to availability for realization in shopping facilities, is performed by district, city executive committees (except Minsk), administrations of districts of Minsk, public institution "Administration of the Chinese-Belarusian industrial park "Great Stone" according to the legislation on ministerial procedures.
2. Recognize invalid:
the resolution of the Ministry of anti-monopoly regulation and trade of the Republic of Belarus of June 27, 2017 No. 28 "About inventories";
the resolution of the Ministry of anti-monopoly regulation and trade of the Republic of Belarus of October 8, 2018 No. 77 "About introduction of amendments to the resolution of the Ministry of anti-monopoly regulation and trade of the Republic of Belarus of June 27, 2017 No. 28";
the resolution of the Ministry of anti-monopoly regulation and trade of the Republic of Belarus of June 25, 2019 No. 53 "About change of the resolution of the Ministry of anti-monopoly regulation and trade of the Republic of Belarus of June 27, 2017 No. 28";
the resolution of the Ministry of anti-monopoly regulation and trade of the Republic of Belarus of September 2, 2019 No. 72 "About change of the resolution of the Ministry of anti-monopoly regulation and trade of the Republic of Belarus of June 27, 2017 No. 28";
the resolution of the Ministry of anti-monopoly regulation and trade of the Republic of Belarus of May 11, 2020 No. 39 "About change of the resolution of the Ministry of anti-monopoly regulation and trade of the Republic of Belarus of June 27, 2017 No. 28";
the resolution of the Ministry of anti-monopoly regulation and trade of the Republic of Belarus of July 17, 2020 No. 49 "About change of the resolution of the Ministry of anti-monopoly regulation and trade of the Republic of Belarus of June 27, 2017 No. 28";
the resolution of the Ministry of anti-monopoly regulation and trade of the Republic of Belarus of September 21, 2020 No. 60 "About change of the resolution of the Ministry of anti-monopoly regulation and trade of the Republic of Belarus of June 27, 2018 No. 28".
3. This resolution becomes effective after its official publication.
