In pursuance of Item 6 of the Presidential decree of the Republic of Belarus of May 18, 2020 "About the Unified register of property" the Council of Ministers of the Republic of Belarus DECIDES: No. 168

1. Approve:

The regulations on procedure for use of the state information system "Unified Register of Property" (are applied);

The regulations on procedure for forming and updating of the state information resource "Unified Register of Property" (are applied).

The regulations on procedure for forming and updating of the state information resource "The Unified Register of the Empty Houses" (are applied).

2. Make changes to resolutions of Council of Ministers of the Republic of Belarus according to appendix.

3. Declare invalid the resolution of Council of Ministers of the Republic of Belarus of April 6, 2012 No. 313 "About accounting of the property created and acquired by budget funds of the Union State, the property transferred by the State Parties to the possession of the Union State, and other property which arrived in property of the Union State which is in the territory of the Republic of Belarus".

4. This resolution becomes effective in the following procedure:

Item 3 of this resolution, Items 15-17 and 20 of the Regulations on procedure for forming and updating of the state information resource "Unified Register of Property" approved by this resolution - since July 1, 2022;

Regulations on procedure for use of the state information system "Unified Register of Property"

1. This Provision determines procedure for use of the state information system "Unified Register of Property" (further - GIS "Unified Register of Property").

2. In this Provision terms and their determinations in the values established by the Presidential decree of the Republic of Belarus of May 18, 2020 No. 168, the Law of the Republic of Belarus of November 10, 2008 No. 455-Z "About information, informatization and information security" are used.

3. GIS "Unified Register of Property" consists of the following subsystems:

the state information resource "Unified Register of Property" (further – the Unified register of property);

the state information resource "The Unified Register of the Empty Houses" (further – the Unified register of the empty houses);

module of ensuring informing interested persons on idle property, held for sale and leasing;

the module on collection, processing and data analysis about the registration course in the single state register of real estate, the rights to it and transactions with it of the real estate objects which are in state-owned property;

the module of administration of users of subsystem on collection, processing and data analysis about the registration course in the register of the real estate objects which are in state-owned property;

other subsystems.

4. The main functions of GIS "Unified Register of Property" are:

processing and display of information on property, data on which are subject to inclusion in the Unified register of property and the Unified register of the empty houses;

forming of the selective and regulated data with use of functionality of system;

provision of access and data from the Unified register of property and the Unified register of the empty houses to authorized persons.

5. Information exchange in the course of functioning of GIS "Unified Register of Property" is implemented by means of the nation-wide automated information system:

since January 1, 2023 for provision of data from the Unified register of property, and also the Unified register of the empty houses and its modules (access to the Unified register of property and the Unified register of the empty houses) to the bodies performing operational search activities, to bodies of forced execution, and also other bodies and the organizations according to legal acts, decisions of the President of the Republic of Belarus, Council of Ministers of the Republic of Belarus;

in the cases provided by Regulations on procedure for forming and updating of the state information resource "Unified Register of Property", the Regulations on procedure for forming and updating of the state information resource "The Unified Register of the Empty Houses" approved by the resolution which approved this Provision;

in other cases under the agreement between the owner of GIS "Unified Register of Property", her operator and the operator of the nation-wide automated information system.
