For the purpose of improvement of quality, efficiency and general availability of the primary health care given to the population, strengthening of role and authority of health workers on society, and also raising of efficiency of the reforms performed in health care system on qualitatively new level:

1. Determine the most important directions of reforming of health care system at the present stage:

comprehensive strengthening, first of all, of primary health care, implementation of absolutely new system of medical prevention and patronage, creation of the complete system of forming of healthy lifestyle and providing public health of the population covering to the level of everyone waved also population households, and also the system organization and broad promotion, first of all, of healthy lifestyle and physical activity with attraction of all available forces and means;

creation of competitive environment in preparation, retraining and advanced training of the personnel having profound knowledge in the field of, forming of effective system of professional growth of workers on the basis of the best foreign practices, increase in efficiency, quality and general availability of medical care on places by development of medical science;
