About measures for further development of entrepreneurship and private sector in the field of physical culture and sport

According to the Strategy of actions in five priority directions of development of the Republic of Uzbekistan for 2017 - 2021, and also for the purpose of further development of activities of private sector in the field of physical culture and sport, to the population and creating favorable conditions for public-private partnership in the field of physical culture and sport the Cabinet of Ministers decides improvements of quality of sports services:

1. Agree with the offer of the Ministry of physical culture and sport of the Republic of Uzbekistan and the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition on implementation of procedure for rendering sports and improving services (further - improving services) based on the sports and improving and sports constructions including which are empty and not functioning and also swimming pools of the Ministry of physical culture and sport of the Republic of Uzbekistan (further - sports constructions), the commercial organizations, on the basis of public-private partnership.

2. Determine the main directions and tasks of further development of public-private partnership in rendering improving services:

creating favorable conditions, the occupations providing high quality physical culture and sport, including due to identification and support of exceptional children and talented youth;

the accelerated market development of paid improving services for forming of healthy competitive environment in provision, along with settled, alternative opportunities for receipt of high-quality and available improving services;

increase in efficiency and effectiveness in the field of physical culture and sport on the basis of use of innovative forms, methods and modern technologies for occupation physical culture and sport taking into account the best international practices.

3. To the ministry of physical culture and sport of the Republic of Uzbekistan:

a) taking into account the main directions and tasks on further development of activities of subjects of public-private partnership to develop and approve the Plan of measures for effective and rational use of sports constructions, by the organization of paid sports circles, sections and other sports actions in a month;

provide broad informing the interested physical persons and legal entities on the sports constructions provided on the basis of public-private partnership with use of modern information and communication technologies and mass media;

b) in two-month time to develop and approve in accordance with the established procedure:

standard states of sports constructions;

regulations on method of calculation of rate of the rent for the use of sports constructions including providing certain privileges in priority to the subjects created on the basis of public-private partnership;

regulations on procedure for rendering improving services to the population in sports constructions, including having provided in it rendering services on favorable terms or free of charge to children up to sixteen years, to disabled people and other, socially vulnerable categories of the population.

4. To the state committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent to enable in accordance with the established procedure the realization to the legal entities who are engaged in activities for rendering the improving services, unused buildings, objects and rooms which are in state-owned property on the terms of public-private partnership.

5. Recommend to the legal entities who are engaged in activities for rendering improving services taking into account the best foreign practices:

perform measures for instilling in love children to sport, forming at younger generation of understanding of need of sports, maintaining healthy lifestyle, aspiration to spiritual and physical enhancement, their barriers from negative impact and disposal of addictions, to education in children of integral nature, love for the country and pride of the country;

organize sports process in the direction of profound studying of sports skills with use of the most modern technologies;

involve in sports process of foreign trainers and specialists for occupations, and also implementation of the best practices.

6. Recommend to commercial banks of the Republic of Uzbekistan for the purpose of support of the newly created and expanding the activities non-state sports organizations, based on the address lists introduced by the Ministry of physical culture and sport of the Republic of Uzbekistan, grant in accordance with the established procedure to entrepreneurs the loans for construction, reconstruction of sports constructions and acquisition of the modern sports equipment by them.

7. To provide to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent in accordance with the established procedure with all necessary external engineering and communication infrastructure (electrical energy, gas supply, water supply, the sewerage, highways and others) the under construction and reconstructed non-state sports and sports constructions.

8. To the ministry of physical culture and sport of the Republic of Uzbekistan, the Union of youth of Uzbekistan, Committee of women of Uzbekistan to perform on permanent basis practical measures on support of the created organizations rendering improving services on the terms of public-private partnership for broad attraction of the population, especially unorganized youth, to occupations physical culture and sport.

9. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan K. V. Akmalov and the minister of physical culture and sport of the Republic of Uzbekistan Sh. H. Isroilov.
