About measures for development and further increase in the international authority of national sport кураш

For the purpose of bringing to future generations of rich traditions and values of national sport кураш, inherited from great ancestors, increases in role of kurash on the international scene as brand of the Uzbek sport, further strengthening at youth of sense of patriotism by support and promotion of its interest in national sports, creation of the conditions necessary for attraction to kurash of all segments of the population, especially youth, and also people of the world:

1. Determine the main directions of development of national sport кураш (further - кураш):

broad attraction to occupations kurashy all segments of the population and transformation of kurash in Uzbekistan in public sport;

promoting of kurash, achievement of its transformation into pearl of world sport, and also inclusion of kurash in the program of the International Olympic Games;

forming of the material and technical resources and infrastructure necessary for occupation kurashy;

step-by-step inclusion of kurash and fighting kurash in the program of classes in physical training of staff of Armed Forces and law enforcement agencies as priority sports;

training of professional coaches and judges on kurasha, development of methodologies, strengthening of scientific and methodological base of kurash;

creation of brand of the Uzbek kurash, production of sports yaktak equipment and mats to "gila" for kurash with investment attraction, taking measures for commercialization of kurash;

broad promotion of kurash among the population, including through mass media.

2. Agree with offers of Federation of kurash of Uzbekistan, National Olympic Committee of Uzbekistan, the Ministry of youth policy and sport (further - the Ministry), the Ministry of Economics and finance, the Ministry of the higher education, science and innovations, providing:

a) carrying out since 2021 once each two years:

the international competitions in kurash among students of the highest educational institutions;

the international tournaments on kurasha on the Cup of the President of the Republic of Uzbekistan in foreign countries - in priority procedure;

b) carrying out since 2020 once a year republican tender on kurasha "The Uzbek of half-stench" among employees of state bodies, organizations and the organizations;

c) step-by-step creation in 2021 - 2025 in the regional centers, the cities of Nukus and Tashkent of the schools of skill for kurash under the Ministry (further - schools of skill on kurasha) financed by the means of the Government budget based on the innovative technologies which are under construction from available, the energy saving, easily built easy designs and materials;

d) reorganization of the International institute of kurash in case of establishment of International association of kurash and Federation of kurash of Uzbekistan;

3. Approve developed together with Federation of kurash of Uzbekistan, National Olympic Committee of Uzbekistan and the Ministry:

the concept on raising on the new level of national sport кураш till 2025 (further - the Concept) according to appendix No. 1;

"road map" on realization in 2020-2021 of the Concept on raising on the new level of national sport кураш till 2025 (further - "road map") according to appendix No. 2;

target indicators (indicators) of promoting of kurash in 2020 - 2025 according to appendix No. 3;

the address list of new schools under construction of skill on kurasha under the Ministry of youth policy and sport in the regional centers, the cities of Nukus and Tashkent in 2023 - 2026 according to appendix No. 4.

Note that ultimate goal of achievement of criteria of realization and assessment of the measures determined in "road map" is recognition of kurash by the International Olympic Committee as the Olympic sport, and also its inclusion in the program of the International Olympic Games till 2028.

Determine that the Concept is implemented step by step on the basis of the separate "road maps" which are annually approved by the Cabinet of Ministers proceeding from the achieved results, target indicators and the main directions of promoting of kurash for the corresponding period.

Assign 1 established post of central office of the Ministry to development of kurash and implementation of measures, determined in "road map".

Recommend to National Olympic Committee of Uzbekistan to create department of development of national sport кураш.

4. Determine the main directions of schools of skill by kurash:

implementation of continuous interaction concerning selection and education of young perspective athletes with sports schools and the centers for preparation for the Olympic and Paralympic sports with ensuring rendering the educational and methodical and normative and information help to them;

creation and effective operation of the educational and training bases equipped with necessary sports equipment and equipment for the purpose of training of the athletes capable to win at republican and international competitions in kurash;

the organization and carrying out based on schools of skill on kurasha of educational training camps with participation of the national teams of teams and their reserve, republican and regional sports competitions, and also development of cooperation with foreign clubs in kurash for mutual experience exchange with trainers and judges of the foreign states on permanent basis.

5. Determine that:

in the regional centers, the cities of Nukus and Tashkent 14 sports constructions specialized on national sport кураш at the expense of means of the Government budget of the Republic of Uzbekistan will be constructed;

maintenance costs of the sports constructions provided in the paragraph the second this Item become covered at the expense of the means arriving from rendering paid services by them;

the procedure for holding educational and educational and training occupations, competitions, selection (selection) of pupils at comprehensive schools and sports educational institutions is determined and coordinated by the Ministry in coordination with Federation of kurash of Uzbekistan and the Ministry of national education;

6. Establish procedure according to which the Ministry of national education:

in a month represents Federations of kurash of Uzbekistan the list of schools at which groups on kurash, on the basis of carrying out inventory count of the average educational institutions having wrestling mats are created;

provides in coordination with Federation of kurash of Uzbekistan in temporary free use in accordance with the established procedure gyms of average educational institutions for time, free from physical education classes, for activities of groups on kurash.
