About measures for prevention of spread of infectious disease

For the purpose of prevention of distribution in the Republic of Belarus the infection caused by COVID-19 coronavirus (further - COVID-19) infection, based on part five of article 25 of the Law of the Republic of Belarus of July 21, 2008 No. 419-Z "About Frontier of the Republic of Belarus", article 7 of the Law of the Republic of Belarus of January 7, 2012 No. 340-Z "About sanitary and epidemiologic wellbeing of the population" DECIDES: Council of Ministers of the Republic of Belarus

1. No. 197 is excluded according to the Resolution of Council of Ministers of the Republic of Belarus of 31.03.2022

2. The foreign citizens and stateless persons (further, unless otherwise specified, – foreigners) which reached six-year age, except for having permission to permanent or temporary residence in the territory of the Republic of Belarus, arriving to the Republic of Belarus, shall have the original or the copy of the medical paper document or in electronic form, including in the I Travel without COVID-19 system, the laboratory research confirming negative result on COVID-19 infection * (further – the medical document on results of laboratory research).

The citizens of the state members of the Eurasian Economic Union who reached six-year age, except for having permission to permanent or temporary residence in the territory of the Republic of Belarus, arriving to the Republic of Belarus from the territory of the countries of the Eurasian Economic Union represent negative result of laboratory research on COVID-19 infection with use of the I Travel without COVID-19 mobile application.

Lack of the medical document on results of laboratory research is the basis for refusal to foreigners in entry into the Republic of Belarus.

Action of parts of first or third of this Item does not extend on:

persons following according to diplomatic and service passports, according to omissions (travel documents) of the United Nations or according to travel documents of the European Union, and also jointly the following members of their families with them;

heads and members of official delegations;

the foreigners rendering the international technical, foreign free and other aid to the Republic of Belarus;

the foreigners arriving to the Republic of Belarus by the invitation of the legal entities registered in the territory of the Republic of Belarus;

transport drivers in case of accomplishment by them of the international motor transportations, and also transportations of the international mailings;

the staff of the Public courier service of the Republic of Belarus performing delivery of official mail and diplomatic mail along interstate courier routes;

the staff of the republican unitary enterprise "Special Communication" performing delivery of special departures along interstate routes of special communication;

members of crews of aircrafts, courts of inland water transport, crews of train, locomotive crews, conductors of goods wagons of the international railway service;

the citizens of the Republic of Belarus, foreigners having permission to permanent or temporary residence in the territory of the Republic of Belarus, arriving to the Republic of Belarus after stay on official journey to which they were sent by the legal entities and individual entrepreneurs registered in the territory of the Republic of Belarus;

persons following to the Republic of Belarus according to the notice on serious illness or on the death of the close relative, the spouse (spouses) and also persons accompanying them;

persons transporting stem cells, bodies for transplantation;

citizens of the Russian Federation, the following en route through the territory of the Republic of Belarus to the Russian Federation;

the foreigners following en route through the territory of the Republic of Belarus according to the Agreement between the Government of the Republic of Belarus and the Cabinet of Ministers of Ukraine on the simplified procedure for journey of the section of the highway Slavutich – the Chernobyl NPP which passes on the territory of the Republic of Belarus, workers, vehicles and loads of the Chernobyl NPP and the companies which perform activities in exclusion zone, and also the foreign specialists involved to implementation of the international projects on closing of the Chernobyl NPP of January 20, 2009;

the persons which are following en route through the territory of the Republic of Belarus and having the documents confirming departure from the Republic of Belarus within 24 hours. Persons which exceeded the 24-hour term of transit through Frontier of the Republic of Belarus are passed only in the presence of the medical document on results of laboratory research;

the foreigners arriving to the Republic of Belarus under the signed contracts of rendering tourist services for holding hunting tour with their participation;

persons having the original or the copy of the paper document about the conducted course of vaccination against COVID-19 infection ** (further – the document on vaccination);

the foreigners arriving to the Republic of Belarus in connection with the socio-political situation developing in the territory of Ukraine including other states following en route through the territory;

the citizens of the Russian Federation driving to the Republic of Belarus through the Belarusian-Russian site of Frontier of the Republic of Belarus.

* It is carried out within three days before date of crossing of Frontier of the Republic of Belarus by method of polymerase chain reaction. In the medical document on results of laboratory research surname, own name, middle name shall be entered (if that is available) the citizen, date and result of laboratory research on COVID-19 infection (on Belarusian, either Russian, or English).

** The rate of vaccination against infection of COVID-19 shall be complete from 1 to 12 months before date of arrival on the territory of the Republic of Belarus in time. In the document on vaccination surname, own name, middle name shall be entered (if that is available) the citizen, end date of rate of vaccination (in the Belarusian or Russian and (or) English languages).

3. At check points through Frontier of the Republic of Belarus the staff of bodies of the border service, and at check points at which border control is exercised by customs authorities officials of customs authorities check at persons specified in parts one of Item 2 of this resolution, availability of the medical document on results of laboratory research, and also availability of the document on vaccination.
